City of San Leandro <br />Meeting Date: September 4, 2018 <br />Staff Report <br />Agenda Section:File Number:18-325 CONSENT CALENDAR <br />Agenda Number:8.L. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution of the City Council for the City of San Leandro <br />Accepting the Work for the Annual Overlay/Rehabilitation 2016-17 Project Phase <br />1; Project No. 2017.0050 <br />SUMMARY AND RECOMMENDATIONS <br />This project reconstructed 4.2 lane miles of pavement throughout the City, including upgrades to <br />27 curb ramps to comply with Americans with Disabilities Act (ADA) requirements. <br />Staff recommends the City Council take the following actions: <br />·Accept the work; <br />·Direct staff to File the Notice of Completion; and <br />·Authorize the City Manager to release the performance and payment bonds, and to <br />release the maintenance bonds for the subject project upon successful completion of the <br />one-year maintenance period. <br />BACKGROUND <br />Each year the City completes pavement maintenance projects: Street sealing and street <br />overlay/rehabilitation. This staff report is for the Annual Overlay/Rehabilitation 2016-17 Project <br />Phase 1. <br />On July 17, 2017, by Resolution No. 2017-112, the City Council awarded a construction contract <br />to DeSilva Gates Construction, L.P. for the subject project. The contract completed repairs, <br />reconstruction, and/or overlay on a total of 4.2 lane miles of pavement on six City streets <br />segments, including upgrades to 27 curb ramps within the project’s limits to bring them into <br />compliance with ADA requirements. <br />In addition to the reconstruction of pavement, the contract reconfigured San Leandro Boulevard <br />from San Leandro Creek to West Broadmoor Boulevard by removing one vehicle lane in each <br />direction and adding buffers to the bike lanes.
