City of San Leandro <br />Meeting Date: November 19, 2018 <br />Staff Report <br />Agenda Section:File Number:18-531 CONSENT CALENDAR <br />Agenda Number:8.F. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for Adoption of a City of San Leandro City Council Resolution to <br />Amend Section 7.1.305(d) of the City of San Leandro Administrative Code, <br />Pertaining to Hours of Use at the San Leandro Shoreline Recreational Area <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a resolution to amend Section 7.1.305 (d) of the <br />Administrative Code, pertaining to hours of use at the San Leandro Shoreline Recreational Area. <br />BACKGROUND <br />The Police Department and Public Works Department are experiencing on-going issues related <br />to overnight parking in the parking lots surrounding the San Leandro Marina. In a recent field <br />check conducted jointly by the Police, Engineering & Transportation, and Public Works <br />Departments, staff noted that some of the existing signage did not include current code citations, <br />which creates challenges for effective enforcement. <br />There are several different parking-related signs currently posted in the Shoreline Recreational <br />Area as follows: <br />·No Overnight Parking of RVs (SLMC 3-10-925 (c)) <br />·Vehicles Prohibited [no citation provided] <br />·No Overnight Parking of RVs (SLMC 1-3-1120) <br />·City of San Leandro Shoreline Recreational Area, Open sunrise to 10:00 PM daily (SLAC <br />222-305 (d)) <br />Analysis <br />The existing Municipal Code section that prohibits overnight parking is specific to RVs only.
