City of San Leandro <br />Meeting Date: November 19, 2018 <br />Staff Report <br />Agenda Section:File Number:18-546 CONSENT CALENDAR <br />Agenda Number:8.I. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Authorize the <br />City Manager to Execute an Agreement with Ross Recreation Equipment in the <br />Amount of $24,950 for the Installation of Playground Equipment at Marina Park <br />and a Purchase Order in the Amount of $91,226.61 for the Purchase of the <br />Playground Equipment <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve an agreement with Ross Recreation Equipment <br />for the purchase and installation of playground equipment at Marina Park. <br />BACKGROUND <br />In 2015, in anticipation of the renovation of Siempre Verde Park, staff submitted a report and <br />resolution for consideration by the City Council in accordance with California Public Contract <br />Code section 3400(c) to establish Landscape Structures, Inc. as the City’s sole source provider <br />for playground equipment. It was noted in Resolution 2015-130 that Landscape Structures, Inc. <br />equipment was already in use in several other City parks; is more durable than other brands of <br />park equipment in use at City parks; is more cost-effective and time-saving especially with <br />regards to the procurement of replacement parts; and the company provides excellent warranties <br />and customer service. <br />Ross Recreation Equipment is the sole distributor of Landscape Structures, Inc. playground <br />equipment. At the City’s request, Ross Recreation Equipment prepared three design alternatives <br />that were vetted by Recreation & Human Services staff, the Recreation and Parks Commission, <br />and the community during a series of voting opportunities at City-sponsored events. <br />Replacement of the playground at Marina Park (south end) has been prioritized on the CIP list of <br />City Park Major Maintenance projects due to the high use and condition of existing equipment.
