City of San Leandro <br />Meeting Date: July 15, 2019 <br />Staff Report <br />Agenda Section:File Number:19-380 CONSENT CALENDAR <br />Agenda Number:8.H. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Authorize the <br />City Manager to Execute a Non-Professional Services Agreement with Matrix <br />HG, Inc. for Pool Boiler Replacement at the San Leandro Family Aquatic Center <br />(Washington Manor Park) in the Amount of $66,296, and Authorization for the <br />City Manager or his designee to Negotiate and Approve Cumulative Change <br />Orders up to 25% of the Original Contract Amount <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council authorize the City Manager to execute a Non-Professional <br />Services Agreement (NPSA) with Matrix HG, Inc. to replace the pool boiler at the San Leandro <br />Family Aquatic Center (Washington Manor Park), which includes authorization to negotiate and <br />approve cumulative Change Orders up to 25% of the original contract amount. <br />BACKGROUND <br />The San Leandro Family Aquatic Center was built in 2006 and is located at Washington Manor <br />Park. The facility offers an activity pool with zero depth entry and water play structure, three <br />25-yard lap lanes, a "spray" ground, and a 17-foot tall water slide. The pool normally operates a <br />summer schedule roughly between Memorial Day and Labor Day, but was opened year-round for <br />classes and special activities in January, 2018 due to the temporary closure of the Boys & Girls <br />Club pool. <br />Within the last three months, the pool’s heating system has suffered irreparable damage due to <br />the continual exposure to chlorine and acid. The boiler is approximately 14-years old and out of <br />warranty. Staff attempted several times to patch the unit where it is leaking but the patches are <br />temporary and the unit must be replaced as soon as possible to avoid failure. <br />Analysis <br />Page 1 City of San Leandro Printed on 7/9/2019 <br />361
