City of San Leandro <br />Meeting Date: September 3, 2019 <br />Staff Report <br />Agenda Section:File Number:19-429 CONSENT CALENDAR <br />Agenda Number:8.I. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Accept the <br />Work for the Pedestrian Crossings Improvements 2016-2017 Phase 2, Project <br />No. 2017.5600 <br />SUMMARY AND RECOMMENDATIONS <br />This project installed a High-Intensity Activated Cross-Walk (HAWK) system and enhanced <br />pedestrian crossing equipment at the intersection of Wicks Boulevard and Burkhart Avenue to <br />improve pedestrian safety. <br />Staff recommends the following actions: <br />·Accept the work of Columbia Electric, Inc.; <br />·Direct staff to File the Notice of Completion; and <br />·Authorize the City Manager to release the performance and payment bonds, and to <br />release the maintenance bonds for the subject project upon successful completion of the <br />one-year maintenance period. <br />BACKGROUND <br />Staff routinely receives requests from citizens for improvements to crosswalks throughout the City. <br />Based on those requests, staff conducts analyses that includes traffic and pedestrian counts and <br />reviews collision statistics to generate a priority list for installation of enhanced crosswalks. <br />This project is Phase 2 of a 2-phased project. This project phase constructed an enhanced <br />pedestrian crossing at the intersection of Wicks Boulevard and Burkhart Avenue, that includes <br />Americans with Disabilities Act (ADA) compliant curb ramps, a pedestrian activated HAWK <br />signal, associated advanced warning signage and pavement striping on Wicks Boulevard. The <br />successful completion of this project keeps the City on the path to improving pedestrian safety for <br />all its residents. <br />Page 1 City of San Leandro Printed on 8/28/2019 <br />97
