City of San Leandro <br />Meeting Date: September 16, 2019 <br />Staff Report <br />Agenda Section:File Number:19-474 CONSENT CALENDAR <br />Agenda Number:8.H. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Authorize the <br />City Manager to Execute Program Supplement Agreement No. F028 with the <br />State of California to Provide $73,000 in Grant Funds for the Design Phase of <br />the Washington Avenue Reconstruction Project, Project No. 2018.4020 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends approval of a resolution that authorizes the City Manager to execute the <br />Program Supplement Agreement that accepts federal funding of $73,000 and obligates the City <br />to provide matching funds of $10,000 in order to complete the design phase of the Washington <br />Avenue Reconstruction Project. <br />BACKGROUND <br />In 2018, the Alameda County Transportation Commission (ACTC) approved Federal One Bay <br />Area Grant (OBAG) funding for the rehabilitation of Washington Avenue, between Juana Avenue <br />and Castro Street. The OBAG program is funded by the Surface Transportation Program and <br />Congestion Mitigation and Air Quality federal funding sources. <br />The City was awarded a total of $1,048,000 in grant funding in two phases; $73,000 for design <br />and $975,000 for construction. The City is required to provide matching funds of a total of no less <br />than $137,000 for both phases. <br />The project will reconstruct approximately 0.6 lane miles of Washington Avenue between Juana <br />Avenue and Castro Street. In addition, the project will upgrade all curb ramps within the project <br />limits to comply with current Americans with Disabilities Act standards. <br />The California Department of Transportation (Caltrans) is responsible for all federal grant funds <br />awarded to local agencies for street and road repairs. Caltrans established Master Agreements <br />with all agencies, and the master agreements are modified with Program Supplement <br />Page 1 City of San Leandro Printed on 9/11/2019 <br />100
