City of San Leandro <br />Meeting Date: February 3, 2020 <br />Staff Report <br />Agenda Section:File Number:20-001 CONSENT CALENDAR <br />Agenda Number:8.C. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Liz Warmerdam <br />Interim Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Accept the <br />Work for the Annual Street Sealing 2018-19 Project, Project No. 2019.0070 <br />SUMMARY AND RECOMMENDATIONS <br />This $2.8 million dollar project installed pavement surface sealing treatments to preserve and <br />prolong the useful pavement life on approximately 19.2 street lane miles. <br />Staff recommends the following actions: <br />·Accept the work by American Pavement Systems, Inc.; <br />·Authorize the City Manager to file the Notice of Completion; <br />·Authorize the City Manager to release the performance and payment bonds; and <br />·Authorize the City Manager to release the maintenance bond upon successful completion <br />of the one-year maintenance period. <br />BACKGROUND <br />Street sealing is an annual maintenance activity that can prolong the useful life of existing <br />pavement up to ten years, depending on the treatment and significantly lower the overall life-cycle <br />cost for maintaining our streets. The treatments associated with this project include slurry sealing, <br />asphalt rubber chip sealing, and micro-surfacing. These treatments involve the application of one <br />or more layers of rock chips, crumb rubber chips produced by recycling used tires, and asphalt <br />binders. The particular process is individually selected for each street based on the pavement <br />condition. <br />The City was awarded a grant from CalRecycle in March 2017 for the use of recycled crumb <br />rubber chips in the rubberized chip seal process and will be reimbursed at a rate of $1.00 per <br />square yard of roadway where that process was applied on this project. The City will be <br />reimbursed $70,000 from the grant for this project and the efforts diverted approximately 6,906 <br />Page 1 City of San Leandro Printed on 1/28/2020 <br />19
