City of San Leandro <br />Meeting Date: March 16, 2020 <br />Staff Report <br />Agenda Section:File Number:20-061 CONSENT CALENDAR <br />Agenda Number:8.B. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Liz Warmerdam <br />Interim Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Authorize the <br />City Manager to Execute Program Supplement Agreement No. F029 with the <br />State of California to Provide $37,350 in Federal-aid Funds for the Design <br />Phase of the Wicks Boulevard and Manor Boulevard Intersection Signal Upgrade <br />Project and to Appropriate $323,910 from Grant Funds and $35,990 from the <br />Development Fees for Street Improvements Fund Balance for the Total Project <br />Budget of $359,900 in Fiscal Year 2019-20 <br />SUMMARY AND RECOMMENDATIONS <br />The City was awarded a Highway Safety Improvement Program Grant to improve the safety of the <br />Wicks Boulevard and Manor Boulevard Intersection. Program Supplement Agreements are used <br />by Caltrans to assure that Federal-aid funding awards satisfy federal requirements. This <br />agreement will allow the City to receive Federal-aid funding of $37,350 for the design of <br />upgrades to the traffic signal at the subject intersection. <br />Staff recommends the following action: <br />·Authorize the City Manager to execute the Program Supplement Agreement that accepts <br />federal funding of $37,350 and obligates the City to provide matching funds of $4,150 in <br />order to complete the design phase of the subject project; and <br />·Authorize appropriation of Grant funds in the amount of $323,910 and Development Fees <br />for Street Improvements (DFSI) fund balance reserves in the amount of $35,990, for a total <br />of $359,900 for the subject project in Fiscal Year 2019-20 for design, construction and <br />administrative costs. <br />BACKGROUND <br />The Fixing America’s Surface Transportation Act (FAST), which was signed into law on <br />December 4, 2015, established the Highway Safety Improvement Program (HSIP) grant as a <br />Page 1 City of San Leandro Printed on 3/11/2020 <br />173
