City of San Leandro <br />Meeting Date: June 15, 2020 <br />Staff Report <br />Agenda Section:File Number:20-217 CONSENT CALENDAR <br />Agenda Number:8.L. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:Liz Warmerdam <br />Interim Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Authorize the <br />City Manager to Execute an Asset Transfer Agreement Between the City of San <br />Leandro and the East Bay Dischargers Authority <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a Resolution to approve and authorize the City <br />Manager to execute an agreement between the City and the East Bay Dischargers Authority <br />(EBDA) to transfer assets from EBDA to the City. <br />BACKGROUND <br />EBDA was created in 1974 for the purpose of discharging treated wastewater to the San <br />Francisco Bay. It collects the discharges from four wastewater treatment plants in the East Bay: <br />Union Sanitary District, City of Hayward, Oro Loma Sanitary District, and the City of San Leandro. <br />It dechlorinates these discharges at the Marina Dechlorination Facility and pumps the water about <br />seven miles into the San Francisco Bay. <br />At the November 18, 2019 City Council meeting, the City Council approved a resolution to <br />authorize the City Manager to sign an Amendment Five to the Joint Exercise of Powers <br />Agreement (JPA). This amendment has been signed by the other EBDA member agencies and <br />will go into effect on July 1, 2020. As part of this amendment, the City agreed to assume <br />ownership of the pump station located at the Water Pollution Control Plant in San Leandro and <br />the pipeline between the pump station and the force main at the EBDA dechlorination facility. <br />The agreement attached to the Resolution formalizes the transfer of assets as specified in the <br />amended JPA. <br />Analysis and Fiscal Impact <br />Page 1 City of San Leandro Printed on 6/10/2020 <br />658
