City of San Leandro <br />Meeting Date: July 20, 2020 <br />Resolution - Council <br />Agenda Section:File Number:20-340 CONSENT CALENDAR <br />Agenda Number:8.N. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:City Council <br />FINANCE REVIEW:Not Applicable <br />TITLE:City of San Leandro City Council RESOLUTION Authorizing Community <br />Members to Paint "Black Lives Matter" Along a Portion of the Parrott Street <br />Public Right-of-Way in Downtown San Leandro and Directing City Staff to Assist <br />the Community in Completing Said Work in Compliance with Relevant Safety <br />Standards <br />WHEREAS, in response to public demonstrations after the killing of George Floyd in <br />Minneapolis, Minnesota in June, 2020 Mayor Muriel Bowser of Washington, D.C. directed that <br />“Black Lives Matter” be painted on the asphalt of a prominent street in Washington D.C. in large <br />yellow letters; and <br />WHEREAS, since that time, cities across the country have authorized the painting of Black <br />Lives Matter murals on streets within their own jurisdictions; and <br />WHEREAS, as a means of communicating solidarity with the above-referenced actions, <br />the San Leandro City Council seeks to authorize the painting of a similar mural along a portion of <br />Parrott Street in downtown San Leandro, and the safety of individuals participating in the painting <br />of the mural in accordance with the San Leandro Municipal Code, and regulations established <br />herein. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />1. That in accordance with San Leandro Municipal Code Section 4-27-100, the use of the <br />City’s public right-of-way along Parrott Street within the City of San Leandro is hereby authorized <br />for use by members of the San Leandro community to paint the words “Black Lives Matter” along <br />the pavement surface; and <br />2. That the City Manager or his designee is encouraged to work cooperatively with local <br />community members and artists who would render said painting in order to bring the project to a <br />Page 1 City of San Leandro Printed on 7/15/2020 <br />369
