City of San Leandro <br />Meeting Date: May 3, 2021 <br />Staff Report <br />Agenda Section:File Number:21-266 CONSENT CALENDAR <br />Agenda Number:8.F. <br />TO:City Council <br />FROM:Fran Robustelli <br />Interim City Manager <br />BY:City Council <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for a City of San Leandro City Council Resolution Supporting the <br />Goal of Reaching 100% Zero Emission Vehicle (ZEV) Sales in California by <br />2030 <br />SUMMARY AND RECOMMENDATIONS <br />Per an agenda item 14 referral request from Council Member Cox at the April 6, 2021 City <br />Council meeting, staff recommends that the City Council review this staff report and consider <br />adopting the associated resolution. <br />If approved, this resolution would add the City of San Leandro to a coalition of other individuals <br />and organizations that are striving for political action to achieve the transition to zero emissions <br />vehicles (ZEVs) in California. This Resolution further supports and recommends an acceleration <br />to the year 2030 of Governor Newsom’s Executive Order from January 2021, which mandates all <br />new cars and passenger trucks sold in California be ZEVs by the year 2035. <br />BACKGROUND <br />The Intergovernmental Panel on Climate Change (IPCC) states that the world has until 2030 to <br />transform national economies and the ways in which we live, where we live and how we move to <br />avoid the worst outcomes of the climate crisis. To this end, California has already established via <br />Senate Bill 32 (2016) ambitious targets to reduce greenhouse gas (GHG) emissions 40% below <br />1990 levels by 2030 and 80% below 1990 levels by 2050. <br />To reach the above-referenced goals, Governor Brown signed Executive Order B-55-18 in <br />September 2018 committing California to carbon neutrality by 2045. In addition, California has <br />taken specific steps to reduce GHG reductions in the energy sector, including but not limited to: <br />·Moving the state to 100% clean energy by 2045; <br />·Requiring the state to double the rate of energy efficiency savings in buildings by 2030; <br />Page 1 City of San Leandro Printed on 4/29/2021 <br />124
