Staff recommends the City Council approve the proposed adjustments to these fees. <br />BACKGROUND <br />The Environmental Services Section of Water Pollution Control provides direct program oversight <br />and implementation in two categories: CUPA and Pretreatment. The CUPA program was <br />created in 1993 by Senate Bill 1082 and covers six state-mandated programs: regulation of <br />hazardous materials; underground storage tanks; aboveground petroleum storage tanks; <br />hazardous waste generation and onsite treatment; and the Accidental Release Prevention <br />program for highly toxic and flammable substances. The City became certified as a CUPA <br />agency in 1997. <br />Pretreatment program activities focus on preventing undue pollutants from entering the <br />wastewater stream and ensuring that industrial discharges do not adversely impact the City of <br />San Leandro Water Pollution Control Plant or cause the City to violate its permitted discharges. <br />The Pretreatment program also provides services related to the wastewater system as a whole; <br />these costs are funded by the Wastewater Enterprise Fund. <br />Full cost recovery for certain programs is a policy direction by the City Council. The City engaged <br />Municipal Financial Services to analyze the Environmental Services Division fees to ensure they <br />are adequate to meet the revenue requirements of the programs and the fees are based on the <br />Page 1 City of San Leandro Printed on 6/4/2021 <br />17
