City of San Leandro <br />Meeting Date: September 7, 2021 <br />Staff Report <br />Agenda Section:File Number:21-335 CONSENT CALENDAR <br />Agenda Number:8.E. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff Report for a Resolution of the City of San Leandro City Council to Approve <br />and Authorize the City Manager to Execute a Commercial Revitalization <br />Agreement with WannaWin San Leandro, LLC and Authorizing the City Manager <br />to Execute a Grant of Easement to Pacific Gas and Electric Company for <br />Connecting Gas and Electric Facilities to the Property Located at 1495 East <br />14th Street Through City Owned Property Located at 1490 Washington Avenue <br />(APN 077 0545 024 01) <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends approval of the resolution approving a Commercial Revitalization Agreement <br />with WannaWin San Leandro, LLC and a Grant of Easement to Pacific Gas and Electric <br />Company (PG&E), permitting the construction and maintenance of a conduit path and a service <br />area interface site, including electrical transformer, in the City owned parking lot at 1490 <br />Washington Avenue to allow PG&E to provide gas and electric service to the WannaWin <br />development at 1495 E. 14th Street. <br />BACKGROUND <br />In 2019, WannaWin San Leandro, LLC. purchased the property at 1495 E. 14th Street, which was <br />formerly occupied by Bay Bank. WannaWin is now working to renovate and modernize the <br />building to include spaces for a restaurant and brewpub with indoor and outdoor dining. Over $5 <br />million of investment will be made into the building, including seismic retrofitting, new wiring, new <br />tenant spaces, and an exterior remodel. <br />In order to renovate the property and serve new food and retail users, it is necessary to provide <br />additional and upgraded power onsite. An electrical transformer must be installed to supply <br />additional electricity to the property, and because the building at 1495 E. 14th Street covers the <br />entire property, the transformer must be located on another adjacent property. <br />Page 1 City of San Leandro Printed on 9/2/2021 <br />128
