The <br />new agreement will serve as the base contract for distribution and receipt of Federal, State <br />and/or Regional funding for planning, programming, transportation, transit, land use or other <br />projects. <br />BACKGROUND <br />The Metropolitan Transportation Commission (MTC) is designated as the Metropolitan Planning <br />Organization and the Regional Transportation Planning Agency for the nine-county San Francisco <br />Bay Area. MTC works with cities and counties to establish and provide resources to meet short <br />and long-term goals including reducing greenhouse gas emissions and making streets safer. <br />From time to time, MTC provides funds to the City of San Leandro for various planning, <br />programming, transportation, transit, and land use projects. <br />Analysis <br />A Master Funding Agreement (MFA) with MTC will allow the City, as a recipient, to receive and <br />administer grant funds in an expeditious manner to enable city staff to advance work to improve <br />San Leandro. The MFA specifies the terms and obligations to which the City must adhere to <br />receive grant funding from MTC for planning, programming, transportation, transit, and land use <br />projects. The agreement has a term of 10 years following the effective date. It is general in <br />nature and not specific to any project, thus allowing the agreement to apply to potential future <br />funding opportunities available through MTC. <br />Page 1 City of San Leandro Printed on 9/2/2021 <br />368
