City of San Leandro <br />Meeting Date: January 18, 2022 <br />Staff Report <br />Agenda Section:File Number:21-727 CONSENT CALENDAR <br />Agenda Number:9.C. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff report for a City of San Leandro City Council Resolution to Authorize the <br />City Manager to Execute a $59,600 Consulting Services Agreement with Freyer <br />and Laureta, Inc. for Design of a Sanitary Sewer Force Main and Valve Vault <br />Covers; and to Authorize the City Manager to Negotiate and Approve Contract <br />Amendments Up to 15% (or $8,940) of the Original Contract Amount. <br />SUMMARY AND RECOMMENDATIONS <br />This consultant services agreement will provide for the design of the replacement of the force <br />main line for the San Rafael Street Lift Station, and of the replacement of valve box covers <br />located in the Wicks Boulevard roadway. <br />Staff recommends the following actions: <br />·Authorize the City Manager to execute a Consulting Services Agreement (CSA) with <br />Freyer and Laureta, Inc. for the subject project; and <br />·Authorize the City Manager negotiate and approve contract amendments up to 15% of the <br />original contract amount. <br />BACKGROUND <br />The San Rafael Street Lift Station was constructed circa 1947 and provides sanitary sewer <br />service to approximately one hundred properties located between San Rafael Street and Grand <br />Avenue. The lift station force main line extends seven hundred feet to its discharge point in Sybil <br />Avenue. The force main is of cast iron construction and due to its age, is now heavily corroded. <br />Wicks Boulevard Lift Station and force main line were replaced in 2009. The force main passes <br />through a series of valves located in vault structures beneath Wicks Boulevard roadway. The <br />covers to the vaults have been subjected to traffic loading, including heavy trucks, and have <br />become loose and rattle when driven over. <br />Page 1 City of San Leandro Printed on 1/14/2022 <br />36
