City of San Leandro <br />Meeting Date: January 18, 2022 <br />Staff Report <br />Agenda Section:File Number:21-771 CONSENT CALENDAR <br />Agenda Number:9.E. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Award an <br />$807,055 Construction Contract to Insituform Technologies, LLC. for the Water <br />Pollution Control Plant 36” Secondary Effluent Line Rehabilitation Project, Project <br />No. 2018.6000; to Authorize the City Manager to Negotiate and Approve <br />Individual Change Orders Up to 10% (or $80,705) of the Original Contract <br />Amount; to Authorize the City Manager to Negotiate and Approve Change <br />Orders up to a Cumulative Value not to Exceed 34% (or $274,399) of the <br />Original Contract Amount; and to Appropriate $784,454 from the Water Pollution <br />Control Plant Enterprise Funds’ fund balance <br />SUMMARY AND RECOMMENDATIONS <br />The project will rehabilitate an existing 36” diameter secondary effluent (SE) pipeline located <br />between the SE wet well at Secondary Clarifier No. 1 and the Effluent Pump Station at the City’s <br />Water Pollution Control Plant (WPCP). <br />Staff recommends the following actions: <br />·Award a construction contract in the amount of $807,055.00 to Insituform Technologies, <br />LLC; <br />·Authorize the City Manager to negotiate and approve individual change orders up to 10% <br />(or $80,705) of the original contract amount; <br />·Authorize the City Manager to negotiate and approve change orders up to a cumulative <br />value of 34% (or $274,399) of the original contract amount; and <br />·Appropriate $784,454 from the WPCP Enterprise Funds’ fund balance <br />BACKGROUND <br />The SE pipeline between the effluent box at the Secondary Clarifier No. 1 and the effluent box in <br />front of the Effluent Pump Station consists of Concrete Cylinder Pipe (CCP) material, which was <br />Page 1 City of San Leandro Printed on 1/14/2022 <br />70
