City of San Leandro <br />Meeting Date: January 18, 2022 <br />Staff Report <br />Agenda Section:File Number:21-779 CONSENT CALENDAR <br />Agenda Number:9.F. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Approve and <br />Authorize the City Manager to Purchase One Multi-Purpose Sweeper from <br />Municipal Maintenance Equipment for $178,692.81 through Sourcewell, a <br />Cooperative Contract Purchasing Agency <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve and authorize the City Manager to purchase one <br />new piece of equipment at a cost of $178,692.81, through Sourcewell, a cooperative contract <br />purchasing agency. <br />BACKGROUND <br />The Engineering & Transportation Department has begun implementing new road projects <br />utilizing Complete Streets components. Complete Streets is a transportation policy and design <br />approach that integrates people and places in the planning, design, construction, operation, and <br />maintenance of the City’s transportation networks. This helps ensure streets put safety over <br />speed, balance the needs of different modes, and support local land uses, economies, cultures, <br />and natural environments. <br />One component of Complete Streets is the creation of physically segregated (Class IV) <br />bikeways, such as those currently under construction on Fairmont Drive (the portion southwest of <br />E. 14th Street). However, the addition of Class IV bikeways presents a maintenance challenge for <br />Public Works, as the existing street sweepers require an operating clearance of 10 feet, and <br />segregated bikeways typically have widths of between six and eight feet. <br />The City is under state mandate through our National Pollutant Discharge Elimination System <br />(NPDES) permit, which is administered locally through the Alameda County Clean Water <br />Program, to sweep all City roads a minimum of once per month. When the maintenance <br />challenge was brought up with Engineering & Transportation staff, they indicated that funding may <br />be available to purchase a smaller sweeper, thereby enabling NPDES compliance while <br />Page 1 City of San Leandro Printed on 1/14/2022 <br />77
