City of San Leandro <br />Meeting Date: January 4, 2022 <br />Staff Report <br />Agenda Section:File Number:21-699 CONSENT CALENDAR <br />Agenda Number:8.G. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Tom Liao <br />Community Development Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Approve a <br />Subrecipient Agreement for $150,000 in Community Development Block Grant <br />(CDBG) Fiscal Year 2021-2022 Funds Between the City of San Leandro and <br />Rebuilding Together Oakland-East Bay for the Provision of Lead-Based Paint <br />Assessments of Residential Rental Properties that Received City Emergency <br />Rental Assistance Payments. <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a resolution approving a Subrecipient Agreement <br />with Rebuilding Together Oakland | East Bay (RT) for $150,000 to evaluate residential rental <br />properties that received City of San Leandro Emergency Rental Assistance Payments (ERAP) <br />for the presence of lead-based paint. RT is an established nonprofit that has been the City’s third <br />party administrator for the City’s Owner-Occupied Housing Rehabilitation Program since FY <br />2016-2017. The project is scheduled to commence January 15, 2022 and will be approximately <br />18 months in length ending on June 30, 2023. This Community Development Block Grant (CDBG) <br />funded project is authorized by the City Council as part of the City’s FY 2021-2022 U.S. <br />Department of Housing and Urban Development (HUD) Annual Action Plan approved in May <br />2021. <br />BACKGROUND/ANALYSIS <br />As a result of the City’s Emergency Rental Assistance Payment (ERAP) Program providing rent <br />and utility relief payments to low-income households who were financially impacted by COVID-19 <br />in FY2020-2021, the City is required by HUD to affirm that renter households that received four <br />months or more of ERAP assistance are free of lead-based paint in their homes. <br />The City’s ERAP Program was supported by federal CDBG Coronavirus funding (CDBG-CV) <br />stimulus funds authorized by the March 2020 federal CARES Act.
