IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 96 - 6 (2690/1977 ) <br />RESOLUTION MAKING FINDINGS PURSUANT TO THE CALIFORNIA <br />ENVIRONMENTAL QUALITY ACT (CEQA), CERTIFYING AS ADEQUATE <br />THE FINAL SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT FOR <br />ROBERTS LANDING RESIDENTIAL DEVELOPMENT PHASES 2A, 2B AND 3, <br />AND APPROVING THE MITIGATION MONITORING PLAN <br />Recitals <br />The City Council, by Resolution No. 89-41, adopted the General Plan of the City <br />of San Leandro on March 20, 1989. As part of the General Plan consideration process, <br />the City prepared and certified an Environmental Impact Report (EIR) which included, <br />in part, an analysis of likely environmental issues associated with the greater Roberts <br />Landing area; <br />The City Council, by Ordinance No. 91-011, adopted an ordinance which <br />rezoned certain property commonly known as the Roberts Landing area to various <br />designations including open space, open space -special review overlay, and single-family <br />residential -planned development combining -special review overlay. As part of the <br />rezoning process, the City prepared and, in July 1991, certified as adequate, a <br />supplemental EIR which analyzed potential environmental impacts associated with the <br />rezoning of the greater Roberts Landing area, including potential alternative locations <br />for residential development; <br />Subsequently, the City prepared, circulated and considered the draft and final <br />EIR for the Roberts Landing General Development Plan (GDP), the first stage in the <br />City's Planned Unit Development process. In April 1992, the City Council certified as <br />adequate the final GDP EIR. The City Council also adopted a statement of overriding <br />considerations for certain impacts which could not be mitigated to below a level of <br />significance. The City Council then approved Resolution 92-101 thereby approving the <br />GDP for the Roberts Landing Site. <br />A Supplemental EIR (SEIR) to the GDP EIR was published on June 21, 1993 <br />(Draft) and August 27, 1993 (Final). That report, hereafter referred to as the "PDP <br />EIR," assessed environmental impacts of the Precise Development Plan for Phases lA <br />and 1B, located south of Lewelling Boulevard extension at the Roberts Landing site. <br />In 1993, the City certified as adequate the final PDP EIR. The City Council also <br />adopted Resolution 93 -219 approving the Phase IA and 1B PDP for the site. <br />Each of these prior environmental impact reports were prepared as part of the <br />City's tiered environmental review of proposed residential development. The current <br />Supplemental EIR is an extension of that process for Phases 2A, 2B and 3 of the <br />
