City of San Leandro <br />Meeting Date: September 19, 2022 <br />Staff Report <br />Agenda Section:File Number:22-546 CONSENT CALENDAR <br />Agenda Number:10.d. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Sheila Marquises <br />Engineering & Transportation Director <br />TITLE:Adopt a Resolution to Appoint New Bicycle and Pedestrian Advisory Committee <br />(BPAC) Members <br />COUNCIL PRIORITY <br />·Sustainability & Resiliency <br />·Community Engagement and Outreach <br />·Race and Equity Initiatives <br />·Community & Business Development <br />SUMMARY <br />Staff recommends that the City Council approve a resolution to appoint new Bicycle and <br />Pedestrian Advisory Committee (BPAC) members. <br />BACKGROUND <br />On March 19, 2018, the City Council adopted the 2018 Update of the Bicycle and Pedestrian <br />Master Plan (Plan). The Plan is a critical planning, policy, and implementation document to <br />support efforts to improve the safety, attractiveness, and participation in bicycling and walking as <br />a means of transportation and recreation. The Plan was developed with the input of the City <br />Council-appointed Bicycle and Pedestrian Advisory Committee (BPAC) and from the general <br />public. The BPAC will advise staff on the development of future updates and implementation of <br />the City’s Plan. The BPAC assists to implement the City’s Complete Streets Policy and also <br />meets Alameda County Transportation Commission (ACTC) funding requirements. <br /> <br />The BPAC currently has five vacancies. Based on a recruitment effort, staff recommends that the <br />City Council appoint five new members to serve on the BPAC. The City also sends one of the <br />current San Leandro BPAC representatives to the BPAC for the Alameda County Transportation <br />Commission.
