City of San Leandro <br />City Council <br />Meeting Date: May 15, 2023 <br />Agenda Number: 11.g. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 23-165 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Execute a First Amendment to the <br />Agreement with the San Leandro Transportation Management Organization for the Management and <br />Administration of the West San Leandro Shuttle and Business Improvement District <br />COUNCIL PRIORITY <br />·Infrastructure <br />·Sustainability & Resiliency <br />·Community & Business Development <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council approve the resolution approving a first amendment to the <br />agreement with the San Leandro Transportation Management Organization for the management <br />and administration of the West San Leandro Shuttle and Business Improvement District for the <br />administration and operation of the LINKS Shuttle, which provides free transportation service in <br />the western portion of San Leandro. <br />BACKGROUND <br />The San Leandro Transportation Management Organization (SLTMO), a non-profit organization, <br />was formed in 2001 to operate the LINKS Shuttle service in the western portion of San Leandro. <br />Since 2001, LINKS has served San Leandro businesses by providing a free transportation link <br />between places of employment and the Downtown San Leandro BART Station. The LINKS <br />Shuttle furthers the economic development and sustainability goals of the City by providing to <br />employees direct, free, high-frequency service from BART to the area’s employers and providing <br />additional transportation options to reduce air pollution from single occupancy vehicles and <br />enable low and moderate income residents to seek employment in the area . <br />In 2014, the City of San Leandro and the SLTMO acted to renew and continue the operation of <br />the shuttle service via several enabling actions. The City established the West San Leandro <br />Shuttle Business Improvement District (BID), which provides a mechanism for funding a portion of <br />operation costs for the shuttle via additional business assessments collected as a part of the <br />Business License process. An agreement was also established with the SLTMO for the <br />Management and Administration of the West San Leandro Shuttle and Business Improvement <br />District (Management Agreement). <br />The LINKS Management Agreement sets forth the roles and responsibilities of the parties with <br />respect to providing improvements and administration of the West San Leandro Shuttle Business <br />Improvement District, which administers the LINKS Shuttle.
