Agenda Section: CONSENT CALENDAR File Number: 23-165 File Type: Staff Report Adopt a Resolution to Approve and Authorize the City Manager to Execute a First Amendment to the Agreement with the San Leandro Transportation Management Organization for the Management and Administration of the West San Leandro Shuttle and Business Improvement District COUNCIL PRIORITY ·Infrastructure ·Sustainability & Resiliency ·Community & Business Development SUMMARY AND RECOMMENDATION Staff recommends that the City Council approve the resolution approving a first amendment to the agreement with the San Leandro Transportation Management Organization for the management and administration of the West San Leandro Shuttle and Business Improvement District for the administration and operation of the LINKS Shuttle, which provides free transportation service in the western portion of San Leandro. BACKGROUND The San Leandro Transportation Management Organization (SLTMO), a non-profit organization, was formed in 2001 to operate the LINKS Shuttle service in the western portion of San Leandro. Since 2001, LINKS has served San Leandro businesses by providing a free transportation link between places of employment and the Downtown San Leandro BART Station. The LINKS Shuttle furthers the economic development and sustainability goals of the City by providing to employees direct, free, high-frequency service from BART to the area’s employers and providing additional transportation options to reduce air pollution from single occupancy vehicles and enable low and moderate income residents to seek employment in the area . In 2014, the City of San Leandro and the SLTMO acted to renew and continue the operation of the shuttle service via several enabling actions. The City established the West San Leandro Shuttle Business Improvement District (BID), which provides a mechanism for funding a portion of operation costs for the shuttle via additional business assessments collected as a part of the Business License process. An agreement was also established with the SLTMO for the Management and Administration of the West San Leandro Shuttle and Business Improvement District (Management Agreement). The LINKS Management Agreement sets forth the roles and responsibilities of the parties with respect to providing improvements and administration of the West San Leandro Shuttle Business Improvement District, which administers the LINKS Shuttle.
