City of San Leandro <br />City Council <br />Meeting Date: June 5, 2023 <br />Agenda Number: 10.g. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 23-227 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Execute Amendment No. 2 to the <br />Existing Consulting Services Agreement with Building Futures with Women and Children Using Grant <br />Funds in an Additional Amount Not to Exceed $238,700 (For a Total Not to Exceed Amount of $835,665) <br />to Support the Operations of Interim Housing at Two Locations in San Leandro <br />COUNCIL PRIORITY <br />·Housing and Homelessness <br />SUMMARY AND RECOMMENDATIONs <br />Staff recommends the City Council approve a resolution to: <br />·Approve and authorize the City Manager to execute an Amendment to the existing <br />$596,965 consulting services agreement with Building Futures with Women and Children <br />(BFWC) for an additional $238,700 using grant funds, for a total not to exceed amount of <br />$835,665. <br />BACKGROUND <br />The 2022 Alameda County Homeless Point in Time (PIT) count captured San Leandro’s total <br />homeless population at 409 individuals, of which 97 are sheltered,119 are living in a tent, 86 are <br />in a car/van, 78 are in recreational vehicles, and 29 living on the streets or outside. <br />The proposed amendment is intended to expand an ongoing partnership between BFWC and the <br />City of San Leandro to support the health and wellbeing of the City’s unhoused residents, <br />including the provision of interim housing services during the current fiscal year that were not <br />included in the previously adopted services agreement. <br />On May 1, 2023, the Council adopted a Resolution to Authorize the City Manager to accept the <br />Alameda County Homeless Housing, Assistance, and Prevention Program (HHAP) Funds and <br />Corresponding Appropriations in the amount of $500,091 to operate subsidies in new or existing <br />affordable or supportive housing units, emergency shelters, non-congregate shelters, interim or <br />bridge housing, and navigation centers. <br />This project supports the sustainability of existing services at two local emergency shelters. <br />Services include interim housing, case management and services that will include the following <br />activities and support services: meals, on-site case management, individual therapy, life skills <br />coaching, domestic violence and parenting support groups, evening children's activities, and <br />access to health care and other services.
