City of San Leandro
City Council
Meeting Date: June 20, 2023
Agenda Number: 10.u.
Agenda Section: CONSENT CALENDAR
File Number: 23-295
File Type: Staff Report
Adopt a Resolution to Approve and Authorize the City Manager to Execute Two Consulting Services
Agreements for Third Party Plan Check Services Between the City of San Leandro and CSG
Consultants, Inc. for $300,000 and TRB+Associates for $700,000 in FY2023-2024 (for a Total
Amount Not to Exceed $1,000,000)
COUNCIL PRIORITY
·Fiscal Sustainability and Transparency
·Community & Business Development
SUMMARY
Construction activity in the City remains high and is projected to continue to remain so in the
next few years. Third-party plan check consultants assist the City in managing the workload
in order to meet deadlines and provide quality customer service. They enable the Building and
Safety Services Division (Building) of the Community Development Department (CD) to
continue providing plan check services in a timely manner, provide Certified Access Specialist
(CASp) services as required by California statute, and supplement current staffing during this
period of significant development activity. Our third -party consultants act as Floodplain
Manager as required by the federal Floodplain Emergency Management Agency.
RECOMMENDATIONS
Staff recommends the City Council approve and authorize the City Manager to enter into two
Consultant Services Agreements, one with TRB +Associates for $700,000 and another with
CSG Consultants, Inc. for $300,000 for third-party plan check services (for a combined
not-to-exceed amount of $1,000,000) in Fiscal Year 2023-2024.
BACKGROUND
The City of San Leandro’s Building and Safety Services Division of the Community
Development Department ensures minimum standards to safeguard life, health, property, and
public welfare by regulating and controlling the design, construction, quality of materials, use
and occupancy, locations and maintenance of buildings and structures within the City through
plan review, permit issuances, and inspections.
The volume of construction activity, as well as the type and complexity of projects, has
increased significantly and remains high since 2013. Since 2013, the valuation, number, and
complexity of permits have increased significantly. Building permit construction valuation has
remained at $130,000,000.00 or higher over the past seven years and is expected to increase
Page 1 City of San Leandro Printed on 6/14/2023
