City of San Leandro <br />Meeting Date: March 7, 2016 <br />Staff Report <br />Agenda Section:File Number:16-026 CONSENT CALENDAR <br />Agenda Number:8.F. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Accepting the Work for the Annual Overlay / <br />Rehabilitation Project 2014-15, Project No. 2015.0050 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends acceptance of the work, filing of the Notice of Completion, and authorizing <br />the City Manager to release the performance and payment bonds, and to release the maintenance <br />bonds for the subject project upon successful completion of the one-year maintenance period. <br />BACKGROUND <br />This contract reconstructed a total of 1.26 lane miles of City roadways. Deteriorating asphalt <br />concrete on the following residential streets was completely reconstructed as part of this <br />project: Amherst Court, Dabner Street, Georgetown Avenue, Graham Way, Hannover Street, <br />Sidney Avenue and Victor Avenue. The condition of these streets prior to the project was <br />very poor and beyond repair so residents were very pleased with the finished roadway <br />pavement. <br />The contract also included installation of speed cushions at 21 locations as part of the <br />2013-14 Neighborhood Traffic Calming Program. These speed cushions were approved by a <br />majority of residents in accordance with the City’s Neighborhood Traffic Calming Program. <br />Speed cushions were installed at the following locations: two (2) on Portola Drive (between <br />Alvarado Street and Del Monte Way), three (3) on Bradrick Drive (between Washington <br />Avenue and Martell Avenue), four (4) on Sybil Avenue (between Bancroft Avenue and Grand <br />Avenue), six (6) on Wayne Avenue (between Gardner Street and Williams Street), and six (6) <br />on Pacific Avenue (between Davis Street and Williams Street). Finally, five older pedestrian <br />crosswalk curb ramps within the street reconstruction limits were updated to meet current <br />accessibility requirements as part of this contract. <br />The street reconstructions consisted of installing new asphaltic concrete (AC) pavement <br />sections on cement stabilized bases.
