<br />MINUTES Page 5 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 3,2005 <br /> <br />Councilmember Santos asked if the votes could be read. Mayor Young asked for a <br />statement of the vote from the City Clerk. City Clerk Marian Handa announced that <br />seven ballots were mailed out to the property owners, five were returned, and all five of <br />the returned ballots were votes in favor of the assessment. <br /> <br />Councilmember Santos stated that he had also spoken with a property owner that had <br />not returned a ballot, but agreed verbally with the assessment. <br /> <br />City Attorney Jayne Williams noted for clarification that the verbal vote reported by <br />Councilmember Santos would not be recorded as an official vote. <br /> <br />. Resolution No. 2005-001, Resolution Approving the Formation of Assessment <br />District No. 2004-1 (Walnut Drive), Overruling Protests, Approving Engineer's <br />Report and Assessments, Ordering Construction of Improvements, and Levying <br />Assessments. (3033) <br /> <br />M/S/C Santos and Glaze. Ayes: 7; Noes: 0 <br /> <br />4. JOINT CITY COUNCIL/SAN LEANDRO REDEVELOPMENT AGENCY PUBLIC <br />HEARINGS <br /> <br />None. <br /> <br />5. PUBLIC COMMENTS <br /> <br />Comments are limited to 3 minutes per person. When you address the City Council, you <br />should fill out a speaker card and submit it to the City Clerk so the order of speakers may be <br />determined and an official record of names and addresses obtained. The public is invited to <br />make comments on items of public interest NOT listed on the Agenda. <br /> <br />Glenda Hammonds, Moderate Income Comprehensive Attic Program (MICAP), <br />addressed the City Council regarding the weatherization program being offered at no cost to <br />low-income residents. Ms. Hammonds stated that she will be knocking on doors to locate <br />homes which are eligible for free attic insulation. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, expressing concerns <br />with the way items on the City Council Meeting agendas and minutes are listed. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />Mr. Jermanis commented regarding the MICAP Program, thanking Ms. Hammonds for <br />informing the Council that she will be promoting the program in the City. He indicated that <br />Bo Enterprises should be registered with the City's Finance Department and Police <br />
