<br />MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 18, 2005 <br /> <br />that self storage is a higher use than the standard listed in the General Plan. She <br />indicated that Mr. Landes is willing to work with the City and the community to bring <br />this project to fruition. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, stating that his <br />participation during the Planning Commission public hearing on this item was not <br />captured in the meeting minutes. Mr. Filipovich suggested that the matter be referred <br />back to the Planning Commission. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Councilmember Glaze commented that while the proposed project would be an <br />improvement to the area, he didn't feel that, in its present form, it would justify <br />overturning the Planning Commission denial and approving a rezone. He suggested <br />that, if the Applicant was flexible enough to consider other options, the project could be <br />revised as a mixed use plan that includes self storage as a smaller component ofthe total <br />project and referred back to the Planning Commission for review. <br /> <br />Councilmember Santos commented that the Council has not been provided with <br />information on vacancy rates and the demand for self storage in the area. He stated that <br />he would need to see a more precise plan before he could render a decision. <br />Councilmember Santos commented that some neighboring businesses have changed <br />their positions on the project since the last time this item was heard. <br /> <br />Councilmember Grant noted that when the Council last heard the matter, the rezone of <br />the entire corridor was being considered. Mr. Horn confirmed that this was the case. <br />Councilmember Grant pointed out that since the Council is now considering rezoning <br />only the subject parcel, it might explain the change in the position of the other <br />neighboring businesses that objected to the rezoning of their own properties. <br />Councilmember Grant asked if the rezone is necessary in order for the Applicant to <br />move forward with the proposal to build the self storage facility. Mr. Horn confirmed <br />that it is and noted that the Planning Commission was willing to consider a rezone if a <br />higher and better use was proposed other than purely self storage. Councilmember <br />Grant asked if patrons would have 24-hour access to the facility. Mr. Penaranda <br />indicated that one of the documents provided by the Applicant listed a closing time. <br />Councilmember Grant inquired about the structure which resembled an office building <br />behind the eight-foot wall fronting the property. Mr. Penaranda stated that the building <br />was a two-story self storage building with faux windows added. Councilmember Grant <br />asked what would happen if the Applicant decided on some other use for the property in <br />the future. Mr. Horn stated that if the project is approved and the Applicant wanted to <br />change the project significantly, the Applicant would need to submit a new Planned <br />Development plan for City Council approval to replace the previous Planned <br />Development. Councilmember Grant asked if any retail use is proposed. Mr. Horn <br />indicated that there would be some retail sales associated with the self storage operation, <br />such as sales of boxes and other packing materials. She noted the various types of <br />storage facilities shown in the Applicant's presentation and asked if the plan presented <br />
