Mr. Horn stated that the design which was presented <br />is the one proposed for development. He indicated that if the Council agrees to the <br />proposed use but not the design, then staff suggests that the Council refer the matter <br />back to the Planning Commission. <br /> <br />Councilmember Grant commented that while another self storage facility would create a <br />sameness of industry in the area, the site has been blighted for so long that she would <br />welcome the development of the property. She noted that her colleagues have indicated <br />that they are unready to move forward with the proposed project, and she stated that she <br />would like to hear some options. <br /> <br />Councilmember Glaze agreed that the property is blighted but commented that the <br />Council should not grant an approval solely to have the property developed. He noted <br />that the Council has an opportunity to send the project back to the Planning <br />Commission to incorporate a commercial component with the self storage to create a <br />mixed use project. He reminded the Council that Washington Avenue is a main <br />corridor. He suggested that the Council refer the matter back to the Planning <br />Commission to work with the developer on a mixed use proj ect. <br /> <br />Vice Mayor Badger expressed willingness on the part of the Council to consider other <br />ideas. Vice Mayor Badger stated that, after the plan has received the proper review by <br />the Planning Commission and if the matter comes back to the Council, he hopes the <br />plan will be in its final form. He suggested that the Applicant try to develop a plan that <br />meets the current zoning and recommended that the matter be referred back to the <br />Planning Commission. <br /> <br />Councilmember Grant asked if the Applicants would be receptive to having the matter <br />referred back to the Planning Commission. Ms. Rickles stated that the Applicants <br />would be receptive but would like some direction from the City Council regarding the <br />desired design or composition. <br /> <br />Vice Mayor Badger stated that the members of the Council have indicated that they <br />would like to see a mixed use project rather than predominantly self storage. <br />Councilmember Grant suggested that the project might also include a retail component <br />that fits in with the other businesses along the corridor and does not look bunkered or <br />barricaded. <br /> <br />Minute Order No. 2005-003, Matter of Appeal by Mark Landes, Landes Corp., <br />Applicant, of the Planning Commission's Denial of PLN2003-00054; Appeal by <br />Applicant of the Decision of the Planning Commission to Deny: 1) Rezoning the <br />Property Known as 14340 Washington Avenue from CC Community Commercial <br />District to IL(PD) Industrial Limited, Planned Development Overlay District; and 2) <br />the Construction of a Self-Storage Facility Comprising of Approximately 80,700 <br />Square Feet; Assessor's Parcel Number 77C-1235-2-22; M.
