<br />MINUTES Page 6 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 18, 2005 <br /> <br />The City Council moved to refer the matter back to the Planning Commission for <br />reconsideration of a mixed-use proposal and upgrade to the design of the project. <br /> <br />M/S/C Grant and Glaze. Ayes: 4; Noes: 0; Absent: 3 (Nardine, Stephens, and <br />Young) <br /> <br />The City Council recessed from 8:20 to 8:30 p.m. <br /> <br />C. Matter of PLN2004-00100; Planned Development; to Construct Two Detached <br />Single-Family Homes on Individual Lots with Approximately 4,537 and 4,556 Square <br />Feet of Area and to Upgrade the Appearance of the Existing Duplex at 13184 <br />Neptune (the Northeast Corner of Marina Boulevard and Neptune Drive); Assessor's <br />Parcel Number 79A-565-39-1; R. Demirjian (Applicant and Property Owner); <br />RO(PD) Residential Outer, Planned Development Overlay District (provides for <br />approval for construction). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave an overview of the item. Planner II Elmer Penaranda gave a short <br />PowerPoint presentation giving details of the proposed project and the Planning <br />Commission's recommendation. <br /> <br />The Hearing was then opened to the public. <br /> <br />R. Demirjian, Applicant, addressed the City Council, requesting approval of the <br />project and noting that the neighboring property owners support the project. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, stating that he <br />cannot address comments made by subsequent speakers and commenting on the <br />annexation of Washington Manor to the City of San Leandro. <br /> <br />Audrey Albers, San Leandro resident, addressed the City Council, expressing <br />concerns that the proposed houses are too large for the lot and that the houses will be <br />built too close to the sidewalk. Ms. Albers urged the Council to deny the project. <br /> <br />Larry Norry, San Leandro resident, addressed the City Council, commenting that the <br />proposed project is not consistent with the zoning and commenting on the fence height. <br />Mr. Norry urged the Council to deny the project. <br /> <br />Jerry Glass, San Leandro resident, addressed the City Council, commenting <br />favorably on the proposed project and stating that his requests have been included in the <br />Conditions of Approval for the project. Mr. Glass suggested that the Mulford Gardens <br />Improvement Association identify properties in need of improvement and work with the <br />City to apply and enforce the community standards ordinance. <br />
