MINUTES Page 6 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 18, 2005 The City Council moved to refer the matter back to the Planning Commission for reconsideration of a mixed-use proposal and upgrade to the design of the project. M/S/C Grant and Glaze. Ayes: 4; Noes: 0; Absent: 3 (Nardine, Stephens, and Young) The City Council recessed from 8:20 to 8:30 p.m. C. Matter of PLN2004-00100; Planned Development; to Construct Two Detached Single-Family Homes on Individual Lots with Approximately 4,537 and 4,556 Square Feet of Area and to Upgrade the Appearance of the Existing Duplex at 13184 Neptune (the Northeast Corner of Marina Boulevard and Neptune Drive); Assessor's Parcel Number 79A-565-39-1; R. Demirjian (Applicant and Property Owner); RO(PD) Residential Outer, Planned Development Overlay District (provides for approval for construction). This being the time and place for the Public Hearing on the above matter, City Manager J ermanis gave an overview of the item. Planner II Elmer Penaranda gave a short PowerPoint presentation giving details of the proposed project and the Planning Commission's recommendation. The Hearing was then opened to the public. R. Demirjian, Applicant, addressed the City Council, requesting approval of the project and noting that the neighboring property owners support the project. Lou Filipovich, San Leandro resident, addressed the City Council, stating that he cannot address comments made by subsequent speakers and commenting on the annexation of Washington Manor to the City of San Leandro. Audrey Albers, San Leandro resident, addressed the City Council, expressing concerns that the proposed houses are too large for the lot and that the houses will be built too close to the sidewalk. Ms. Albers urged the Council to deny the project. Larry Norry, San Leandro resident, addressed the City Council, commenting that the proposed project is not consistent with the zoning and commenting on the fence height. Mr. Norry urged the Council to deny the project. Jerry Glass, San Leandro resident, addressed the City Council, commenting favorably on the proposed project and stating that his requests have been included in the Conditions of Approval for the project. Mr. Glass suggested that the Mulford Gardens Improvement Association identify properties in need of improvement and work with the City to apply and enforce the community standards ordinance.
