<br />MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 7, 2005 <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave an overview of the item. Community Development Director Hanson <br />Horn provided background on the matter, noting that staff is closely following the <br />discussion regarding the President's proposed cuts to CDBG funding. If enacted, the <br />cuts would affect the City's Action Plans for FY 2006-07 and beyond. Mr. Horn <br />introduced Housing/CDBG Manager Tom Liao. Mr. Liao gave a short PowerPoint <br />presentation, giving details on the draft FY 2005-2009 RUD Five-Year Consolidated <br />Plan and draft FY 2005-2006 Annual Action Plan. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting on <br />the lack of public participation on this item. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Councilmember Santos commented that the community meetings on this matter were <br />not well attended. He pointed out the reference in the Draft 5- Y ear Consolidated Plan <br />to the National Low Income Housing Coalition's 2004 report. One of the findings in <br />the report stated that to afford the median fair market rent for a two-bedroom unit in <br />Alameda County would require a full-time job that paid $25.80 per hour. <br />Councilmember Santos noted that housing affordability is a very serious problem in the <br />County and stated that he would like the Council to consider a living wage ordinance. <br /> <br />Councilmember Grant also commented that the public participation on the Plans was <br />small. She noted that the public comments show that housing and the cost of housing is <br />of primary interest to the participants. Councilmember Grant suggested that the Council <br />consider this information in determining how CDBG funds are used. <br /> <br />. Minute Order No. 2005-008, Motion Directing Staff to Publish the Proposed <br />Five Year Consolidated Plan and the FY 2005-2006 Annual Action Plan for a 30- <br />Day Comment Period and to Set a Public Hearing for April 18, 2005 to Consider <br />Final Approval of the FY 2005-2009 Consolidated Plan and FY 2005-2006 <br />Annual Action Plan. (2972) <br /> <br />The City Council moved to direct staff to publish the proposed Five-Year <br />Consolidated Plan and the FY 2005-2006 Annual Action Plan for a 30-day <br />comment period and to set a public hearing for April 18, 2005 to consider <br />final approval of the FY 2005-2009 Consolidated Plan and FY 2005-2006 <br />Annual Action Plan. <br /> <br />M/S/C Santos and Grant.
