<br />MINUTES Page 5 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 7, 2005 <br /> <br />systems to provide recycled water for irrigation only in accordance with state <br />requirements to the Monarch Bay Golf Complex, Marina Park, the Marina <br />Park/Parcourse, road medians near and around the Monarch Bay Golf Complex and <br />Marina Park; and Oyster Bay Regional Park). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave an overview of the item. Interim Public Works Director Mike Bakaldin <br />provided additional background on the item and introduced Water Pollution Control <br />Plant Manager Dean Wilson. Mr. Wilson gave a short PowerPoint presentation, <br />providing details of the proposed project and the recommended action for Council <br />consideration. <br /> <br />The Hearing was then opened to the public. <br /> <br />David R. Williams, Director of Wastewater, East Bay Municipal Utility District <br />(EBMUD), addressed the City Council, stating that EBMUD submitted comments on <br />the Mitigated Negative Declaration (MND). These comments expressed concerns that <br />the MND did not provide detail regarding whether there would be an adequate supply of <br />available effluent to serve EBMUD's current and future customers and that the MND <br />did not address the City's need to secure the approval of EBMUD in order to purvey <br />water in EBMUD's existing service area. He indicated that EBMUD is planning an <br />expansion of its recycled water service in San Leandro. Mr. Williams noted that <br />EBMUD is not opposed to the project; however, it would like additional time to review <br />the technical report in order to ensure that the project does not impact EBMUD's ability <br />to serve its current and future customers. Mr. Williams requested that the City Council <br />either adopt the MND and direct staff to work with EBMUD to allow time to review the <br />technical report and provide its approval, or delay the adoption of the MND. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, expressing <br />concern that while the project will be funded through taxpayer revenue, it will not <br />benefit all residents. <br /> <br />Charles Gilcrest, San Leandro resident, addressed the City Council, commenting that <br />he served on an EBMUD committee examining water demand and usage. He noted at <br />that time, only about 10% of San Leandro's wastewater was being recycled. Mr. <br />Gilcrest stated that this project would free up potable water for other uses, and he urged <br />the Council's approval of the Mitigated Negative Declaration. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Councilmember Grant recalled problems with the grass at the municipal golf course. <br />Staff indicated that the problem was caused by salt blowing onto the golf course from <br />the Bay and not from the use of recycled water. <br /> <br />Councilmember Nardine commented that, as the City's representative on the East Bay <br />Dischargers Authority (EBDA), she has been involved with this issue for about a year. <br />
