<br />MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 7, 2005 <br /> <br />5. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Robert Fox, San Leandro resident, addressed the City Council regarding Instant Run-Off <br />Voting (IRV) and commented that the City should implement IRV in order to forego the <br />expense of a separate run-off election. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council, commenting on Vice <br />Mayor Badger's efforts to clean up litter downtown, the Westgate Parkway sound wall, the <br />proliferation of shopping carts in the Davis West and Timothy Drive areas, public <br />participation in the discussion of the second Instrument Landing System at the North Field, <br />and the Recycled Water Project and Bayside Groundwater Project. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, responding to <br />Councilmember Santos' comments regarding public participation and commenting on the <br />procedures for public participation at Town Hall meetings and the November 2004 election. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis commented regarding the Council's upcoming April work session to <br />discuss election issues, including IRV. He addressed Mr. Perez's comments regarding the <br />sound wall, stating that he would check into the matter with the Engineering and <br />Transportation Department. Regarding shopping carts, Mr. Jermanis indicated that he would <br />check with Public Works staff to determine whether more carts than normal are appearing in <br />the Davis West/Timothy Drive areas. Mr. Jermanis noted the confusion between wastewater, <br />recycled water and storm water run-off, and stated that all water processed through the City's <br />treatment plant is treated to a very high standard before it is discharged. Mr. Jermanis <br />commented that Town Hall meetings held by Councilmembers are always duly noticed and <br />all procedures are appropriately followed. <br /> <br />Councilmember Glaze commented on a new County ordinance that places the responsibility <br />for shopping carts on the business owners. He asked if the City could strengthen its own <br />ordinance. Mr. Jermanis indicated that the issue has been looked into several times in the past <br />and can be considered again, along with a local ordinance for newspaper racks. <br /> <br />Vice Mayor Badger commented that he would like to consider regulations for things like <br />newspaper racks, shopping carts and building facades, as ways of strengthening the City's <br />community preservation efforts. <br />
