MINUTES Page 8 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 7, 2005 5. PUBLIC COMMENTS Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. When you address the City Council, you should fill out a speaker card and submit it to the City Clerk so the order of speakers may be determined and an official record of names and addresses obtained. The public is invited to make comments on items of public interest NOT listed on the Agenda. Robert Fox, San Leandro resident, addressed the City Council regarding Instant Run-Off Voting (IRV) and commented that the City should implement IRV in order to forego the expense of a separate run-off election. Harold Perez, San Leandro resident, addressed the City Council, commenting on Vice Mayor Badger's efforts to clean up litter downtown, the Westgate Parkway sound wall, the proliferation of shopping carts in the Davis West and Timothy Drive areas, public participation in the discussion of the second Instrument Landing System at the North Field, and the Recycled Water Project and Bayside Groundwater Project. Lou Filipovich, San Leandro resident, addressed the City Council, responding to Councilmember Santos' comments regarding public participation and commenting on the procedures for public participation at Town Hall meetings and the November 2004 election. 6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS City Manager Jermanis commented regarding the Council's upcoming April work session to discuss election issues, including IRV. He addressed Mr. Perez's comments regarding the sound wall, stating that he would check into the matter with the Engineering and Transportation Department. Regarding shopping carts, Mr. Jermanis indicated that he would check with Public Works staff to determine whether more carts than normal are appearing in the Davis West/Timothy Drive areas. Mr. Jermanis noted the confusion between wastewater, recycled water and storm water run-off, and stated that all water processed through the City's treatment plant is treated to a very high standard before it is discharged. Mr. Jermanis commented that Town Hall meetings held by Councilmembers are always duly noticed and all procedures are appropriately followed. Councilmember Glaze commented on a new County ordinance that places the responsibility for shopping carts on the business owners. He asked if the City could strengthen its own ordinance. Mr. Jermanis indicated that the issue has been looked into several times in the past and can be considered again, along with a local ordinance for newspaper racks. Vice Mayor Badger commented that he would like to consider regulations for things like newspaper racks, shopping carts and building facades, as ways of strengthening the City's community preservation efforts.
