<br />MINUTES Page 17 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 21, 2005 <br /> <br />Mayor Young stated that she would gladly send letters in support of preserving CSBG <br />funding. She indicated that she received information from the U.S. Conference of <br />Mayors that both Houses of Congress have passed an amendment by Senator Coleman <br />of Minnesota for full funding for CDBG. <br /> <br />B. Accepted as submitted. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Santos commented on the recent trip by some of the members of the Council <br />to the National League of Cities (NLC) Conference in Washington, D.C. He stated that he <br />felt it was a very successful trip. He indicated that the Councilmembers had lobbied for <br />funding for dredging at the Marina, the Davis Street overcrossing, undergrounding utilities <br />and cut-outs for Muir and Wilson Schools. Councilmembers met with an official from the <br />Bureau of Indian Affairs (BIA) regarding the urban casino proposed by the Koi Nation. <br />Councilmember Santos commented that he was asked by some members of the Oakland <br />Airport Community Noise Forum to bring forward some airport issues, which he addressed <br />with Congressman Stark's Office. While meeting with Congressman Stark's office and <br />Senator Dianne Feinstein's office, Councilmember Santos offered them a boat tour of the San <br />Leandro Marina. He also checked on the budget request for the Estudillo flood control <br />channel per a request by Supervisor Lai-Bitker's office, and the funding is currently in the <br />budget. <br /> <br />Mayor Young commented that she is also looking into the issue of funding for Muir and <br />Wilson Schools through Measure B funds, and she will report back to the Council with her <br />findings. <br /> <br />Councilmember Stephens commented that it was lonely in San Leandro, and he is glad that <br />his fellow Councilmembers had a vibrant and productive meeting in Washington, D.e. He <br />commented that he thought it would be wise for the Council take a position on CDBG <br />funding, by sending a letter commending Congress if it restores the funds and something less <br />savory if it does not. <br /> <br />Councilmember Starosciak thanked her fellow Councilmembers for being understanding and <br />welcoming. She commented on the East Bay Municipal Utility District (EBMUD) Bayside <br />Groundwater Project, noting that the Draft Environment Impact Report (EIR) has been issued, <br />and the 45-day comment period has started. Councilmember Starosciak announced that a <br />community meeting will be held on April 20 at 7:00 p.m. at Washington Manor Middle <br />School for EBMUD to receive community input on the Draft EIR. She noted that the <br />residents of Heron Bay are very concerned about this proposed project. <br />
