Resolution No. 2005-039, Resolution Approving Contractual Services Agreement with <br />Group 4 Architecture Relating to the Washington Manor Library Project, Project No. <br />210-69-146 (provides for review of submittals, response to contractor requests for <br />information, and construction oversight for the new Washington Manor Branch <br />Library). Cost: $181,196. Funding: General Fund and State of California Library <br />Grant. (2323/3014) <br /> <br />Councilmember Starosciak asked for clarification on the timeline for the project. Mr. <br />J ermanis reported that the Washington Manor Branch Library will be closed beginning <br />in April. The contractor intends to use the old library as a construction office and will <br />provide the City with a formal month-by-month timeline. It is anticipated that the walls <br />and roof will be constructed by the end of summer, so that construction can continue <br />through the year. The Engineering and Transportation Department will be holding <br />community meetings at the library site for residents and local businesses beginning in <br />April. A groundbreaking ceremony has been scheduled on April 25. <br /> <br />Councilmember Starosciak asked if the rates proposed by the architectural firm are the <br />same as in the previous contract. Matter of Review of Drafted Sister City Guidelines (recommends adoption of Sister <br />City guidelines for inclusion in the City Council Handbook). (1071/2850) <br /> <br />Mayor Young commented that there should be some flexibility regarding the review and <br />recommendation for City official visits to Sister Cities. She pointed out that invitations <br />for visits are almost always addressed to, and extended to, the Mayor. Mayor Young <br />noted that Ponta Delgada has extended an invitation to her for a visit during its Holy <br />Ghost festival in July. <br /> <br />Councilmember Grant responded to Mayor Young's comment, indicating that the intent <br />of the language in the guidelines was crafted so that regardless of who receives the <br />invitation, a determination can be made as to whether it is considered an official visit. <br /> <br />Mayor Young expressed concern that the Sister City may specifically want the Mayor to <br />visit. <br />
