<br />MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 6, 2005 <br /> <br />Page 10 <br /> <br />the issues do not appear to be insurmountable. He stated that he is prepared to act on <br />the matter. <br /> <br />Vice Mayor Badger asked what specifically the Planning Commission would be <br />directed to do if the Council referred the project back. He noted that the City Council <br />has not acted to expand the requirement for noticing, and the developer should not be <br />blamed for meeting the current requirement. <br /> <br />Councilmember Nardine indicated that the Planning Commission would be directed <br />to address the traffic signalization, the conformance with the General Plan and the <br />mitigation with the Chin family. <br /> <br />Councilmember Grant commented that she has heard concerns about the project from <br />residents of the Huntington Park neighborhood. She echoed Councilmember <br />Nardine's concerns about the project with regard to conformance with the General <br />Plan and the 5-way traffic intersection. <br /> <br />Councilmember Stephens commented that he is a strong proponent of the General <br />Plan, having served on the General Plan Committee for 4 years and serving as chair of <br />the Committee for 2 years. He noted that the General Plan is flexible and can be <br />changed and modified to address changing conditions. Councilmember Stephens <br />stated that, in order to make housing affordable, smaller and denser units must be <br />built. He commented that he feels this project has both complied with the rules and <br />worked within the spirit of the General Plan. He noted that if the Council does not <br />wish to modify the General Plan, it can choose to resort to building fewer and more <br />expensive houses. He stated that he is prepared to act on the project. <br /> <br />Mayor Young commented that the City is mandated by the Association of Bay Area <br />Governments (ABAG) and the State of California to produce a certain number of <br />affordable housing units, and the Inclusionary Zoning Ordinance was adopted in order <br />to require developers to make a percentage of their units affordable. Mayor Young <br />noted that the developer has been located here in the City for many years. She stated <br />that she likes this project and others this developer has built in the City. She <br />commented that this project has received a lot of noticing and publicity, and the <br />noticing requirement has been exceeded. <br /> <br />Mayor Young asked if any aspect of the proj ect would trigger a response from the Bay <br />Area Air Quality Management District (BAAQMD). Mr. Hom stated that the traffic <br />impacts created by this project would not be significant to trigger a review by the <br />BAAQMD. <br /> <br />Councilmember Santos suggested to the maker of the motion that the motion be <br />amended to allow the project to move forward, require the developer to work with the <br />Chins, and have the traffic aspects brought back to the Council once finalized. <br />
