<br />MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 6, 2005 <br /> <br />Dennis Chin, San Leandro resident, addressed the City Council, commenting that he <br />has problems with the project and asked that the Council remand the project back to the <br />Planning Commission. Mr. Chin stated that the project violates the General Plan due to <br />its scale and density. He expressed concerns with the proposed design for the traffic <br />intersection and signalization and advocated for the right in and right out design as <br />proposed by TJKM. <br /> <br />Alice Chin, San Leandro resident, addressed the City Council, commenting that she <br />believes the project is inconsistent with the General Plan due to its density, and the 4- <br />way signal design is bad planning. Ms. Chin expressed concerns regarding the <br />increased traffic which would be generated by the project, the noticing to nearby <br />residents, and the impact to the proposed bike lane for W ashington Avenue. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting on <br />the Chin family and asking whether redevelopment money or tax increment was used to <br />fund the proposed project. He commented regarding the public outreach for the project. <br /> <br />Barbara Tierney, former President of the Floresta Homeowners Association, <br />addressed the City Council, commenting that the decision to close Ian Street to through <br />traffic meets the approval of the residents living on that street. Ms. Tierney stated that <br />the members of the HOA feel that the project will benefit the neighborhood. <br /> <br />Wafaa Aborashed, San Leandro resident, addressed the City Council, expressing <br />concerns regarding the project and the proximity of the proposed park to the freeway. <br />Ms. Aborashed commented that she feels the developer did a good job on the <br />affordable units, but the project is not complete and should be referred back to the <br />Planning Commission. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Councilmember Nardine commented that she believes the developer is trying to work <br />with all the neighboring residents, City Council and staff. She noted that she did not <br />hear from the Chin family that they were opposed to any future development as long <br />as it conformed to the General Plan. Councilmember Nardine stated that she feels the <br />project needs to go back to the Planning Commission for additional work. <br /> <br />A motion was made by Councilmember N ardine, seconded by Councilmember <br />Grant, to refer the matter back to the Planning Commission for additional work. <br /> <br />Councilmember Santos commented that, in reading the correspondence submitted by <br />the Chins, he does not see anything in the correspondence that could not be worked <br />out between the developer and the Chins. He indicated that he knows several <br />residents of Huntington Park, and none have expressed concerns about the project to <br />him, and the Floresta Homeowners Association supports the project.
