Matter of Adoption of Revisions to the Park Facilities Development Impact Fee for <br />Future Development Within the City of San Leandro (provides for updating the Park <br />Land in Lieu fee). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave an overview of the item and introduced Engineering and Transportation <br />Director Uche Udemezue. Mr. Udemezue gave a PowerPoint presentation describing <br />the revisions to the Park Facilities Development Impact Fee proposed for adoption. <br /> <br />Mayor Young asked if the fees collected by the City could be used to purchase property <br />to build a new park. Mr. Udemezue confirmed that the City could do so. <br /> <br />Councilmember Grant asked if there is a time limit within which the funds must be <br />used. Mr. Udemezue indicated that the City must appropriate the funds within 5 years. <br /> <br />Mayor Young asked if the City could acquire property to build a park in a neighborhood <br />which does not have one nearby. Mr. Udemezue confirmed that the fees can be used for <br />the purposes of either acquiring land or building new facilities on existing parklands <br />anywhere in the City. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting on <br />the recent City Council budget work session. He stated that this matter is a classic <br />example of how much does it cost, who pays and for how long, and businesses and <br />developers do not pay the fees but pass the costs along to their customers. Mr. <br />Filipovich commented that he does not object to the proposal, but he objects to the <br />process and the fact that the audience and citizens are not getting all the information <br />they need. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br />
