<br />MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 6, 2005 <br /> <br />Page 15 <br /> <br />Tim Holmes, Vice President of Broadmoor Neighborhood Association, addressed the City <br />Council, asking the Council to do everything in its power to stop the EBMUD project. <br />Kevin Ti, San Leandro resident, addressed the City Council, commenting that locating the <br />EBMUD project near the Bay does not make sense due to the instability of the ground, and <br />the project should be located farther inland. <br /> <br />Rajneesh Raina, San Leandro resident, addressed the City Council, expressing opposition <br />to Bayside Groundwater Project and EBMUD's lack of disclosure of important information. <br />Mr. Raina urged the Council to oppose the project. <br /> <br />Ashock Sharma, San Leandro resident, addressed the City Council, expressing opposition <br />to the project due to its potential health hazards. Mr. Sharma urged the Council to review the <br />documents submitted by the Heron Bay HOA and ask EBMUD to "come clean" on the issues. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting regarding <br />groundwater contamination issues experienced by San Leandro in the past. <br /> <br />Mayor Young stated that the City Council is concerned about the EBMUD project, and she <br />appreciates the passion of the Heron Bay homeowners and their surrounding neighbors <br />regarding this issue. Mayor Young indicated that she asked EBMUD to allow additional time <br />for comments. When a very short extension was granted, she asked for information on the <br />process for appealing the decision and has yet to hear a response. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis noted that the large number of residents who attended tonight's <br />meeting and expressed their concerns about the EBMUD Bayside Groundwater Project is <br />evidence that the community has a great deal of concern about this project. He stated that he <br />hoped all the residents in attendance tonight recognize that the project is not a City of San <br />Leandro project, but that it is a project over which the City can have some influence. Mr. <br />J ermanis indicated that the Council and staff have been involved in meetings with EBMUD <br />and, in response to a request by Mr. Malloy of the Heron Bay HOA, Mayor Young requested <br />a l20-day extension of the comment period for the Draft EIR. EBMUD responded by <br />granting a 15-day extension. Mr. Jermanis noted that this is evidence that the EBMUD Board <br />of Directors is not being fully cooperative with the City Council on this matter. <br /> <br />Mr. Jermanis commented that John Camp, the Employee of the Month who was honored <br />earlier this evening, worked with the Engineering & Transportation Department to develop <br />the City's comments to the Draft EIR. Once the City receives a response to its comments, it <br />will make a determination regarding the next steps to be taken. <br /> <br />Mr. J ermanis stated that the City Council and City staff clearly recognizes that the community <br />is largely opposed to the project for various reasons, but would like to see what response is <br />received from EBMUD before taking further action. He noted that, after reviewing all the <br />comments, EBMUD may decide not to pursue the proj ect. Mr. J ermanis indicated that this is <br />
