<br />MINUTES Page 6 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 6, 2005 <br /> <br />Councilmember Grant stated for the record that she appreciates that the developer has <br />not clustered the affordable units together. She noted that, while this is the first time <br />a project has been developed under the Inclusionary Zoning Ordinance, it is not the <br />first time the City has done inclusionary housing, nor is it the first time this developer <br />has developed such a project in the City. Councilmember Grant stated that ideally, it <br />would be nice if the affordable units were even more dispersed throughout the project <br />and if some of the market rate units also had tandem driveways. She noted that, <br />although the project probably meets the letter of the law, she does not believe that it <br />meets the spirit of the law. <br /> <br />Councilmember Grant asked about the process for approval of the affordable units. <br />Mr. Penaranda indicated that the developer would work with Housing/CDBG <br />Manager Tom Liao to enter into an agreement to provide the units as affordable. <br />Councilmember Grant asked whether the density of the project was increased to <br />accommodate the requirement for affordable units and whether there is access to the <br />park from the neighborhood at its northern edge. Mr. Penaranda indicated that there <br />is pedestrian access from Ian Street and an 8-foot sound wall separating the park from <br />the adjacent backyards on Aloha. Councilmember Grant asked for clarification on the <br />3-story units in the center of the project. Mr. Penaranda clarified that the 3rd story is a <br />dormer design, like the units on Castro and Washington. She asked about the faux <br />windows on some of the units. Mr. Penaranda indicated that the faux windows were <br />suggested as a way to provide additional privacy to the Chin property. However, in <br />the final design, the windows on the end units will remain but will have an opaque <br />treatment. <br /> <br />Councilmember Grant expressed concern regarding the plan for the <br />WashingtonlSpringlake intersection. She recalled that a General Plan amendment was <br />proposed for a project on Washington in District 2, and the Council indicated at that <br />time that it did not want to change the General Plan. Councilmember Grant stated <br />that she felt the Council was being asked to do the same thing for this project. <br /> <br />Councilmember Starosciak asked how many market rate units have a single car <br />garage. Mr. Penaranda stated that 6 of the affordable units have single car garages, <br />and 4 market rate units have 2-car tandem garages, which look like single car garages <br />from the exterior. <br /> <br />Councilmember Santos inquired about the reference to a "found monument." Mr. <br />Udemezue stated that it refers to a survey monument. <br /> <br />Councilmember Grant inquired about the removal of the hydraulic lift which must be <br />removed under the observation of an environmental professionaL Mr. Penaranda <br />noted that the parcel was formerly occupied by an auto repair facility. The removal of <br />the lift from the ground will be observed to ensure that no toxic substances leak into <br />the soiL <br /> <br />Mayor Young asked Mr. Evans and Mr. Hale if they would like to address any of the <br />Council's comments prior to the opening of the Public Hearing.
