<br />MINUTES Page 7 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 6, 2005 <br /> <br />she thinks the project is very attractive, and Mr. Evans has done some wonderful <br />work in the City. <br /> <br />Mr. Evans commented on the entrance to the project, stating that traffic studies were <br />submitted to the City which addressed both the right in and right out approach and the <br />4-way intersection approach, and the City preferred the 4-way intersection approach. <br />An Ian Street connection was also studied, and the study showed that there was <br />almost no impact in making Ian Street available for emergency vehicle access (EV A) <br />only. <br /> <br />Mr. Evans stated that all of the units would be air-conditioned. Regarding the <br />inclusionary units, Mr. Evans indicated that 10 of the homes have the appearance of a <br />1-car garage, although 4 of those 10 units have tandem garages. The inclusionary <br />units are all 3 bedroom/2 bath homes and are significantly larger than the minimum <br />requirement set forth in the ordinance. Mr. Evans stated that the project has one <br />product type, which is a townhouse, and the location of the units is in conformity with <br />the ordinance. He noted that when determining the placement of the inclusionary <br />units, it was a practical matter of trying to see where they would fit. It was decided <br />not to place them alongside the 3-story units because they would stand out. <br /> <br />With respect to the driveway that will be constructed for the Chin property, Mr. Evans <br />stated that the driveway will be constructed at the developer's cost. The developer <br />will also pay the cost for connecting them to the driveway if the Chin family chooses <br />to do so now. If the Chin family decides not to connect to the driveway now, a <br />concrete wall or wood fence will be constructed across the driveway, and the Chins <br />will be responsible for removing it if they choose to connect to the driveway in the <br />future. <br /> <br />Mr. Evans addressed the noticing, reiterating Mr. Hom's comments regarding the <br />expansion of the 300-foot radius to include the residents on Aloha. Mr. Evans noted <br />that the Floresta Homeowners Association was very concerned about a through <br />connection at Ian Street and the impact it would have on the neighborhood. When the <br />traffic study found that the Ian Street connection would have a very minimal impact <br />on the traffic flows, it was decided to propose Ian Street as an EV A only. <br /> <br />Regarding the determination to construct 43 units, Mr. Evans noted that the subsidy <br />on the 6 affordable units is estimated to be between $1.2 -$1.4 million. In the <br />ordinance, there is a range from 37 to 43 units for which 6 affordable units are <br />required to be developed. Mr. Evans indicated that, economically, 37 units did not <br />work but 43 did. <br /> <br />Mayor Young asked if all the fireplaces would be gas fireplaces. Mr. Evans believed <br />they would all be gas fireplaces. <br /> <br />Councilmember Starosciak commented that this project is good example of the <br />impact of the Inclusionary Zoning Ordinance. She noted that the Ordinance changed <br />the project from single-family homes to townhomes with higher density. She stated <br />
