(2993) <br /> <br />The City Council appointed John Dlugosh, Darryl Ray, and Dora Wong as <br />business representatives to the West San Leandro Shuttle Business <br />Improvement District (BID) Advisory Board. <br /> <br />9. ITEMS REMOVED FROM CONSENT CALENDAR <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />8.D. Resolution No. 2005-141, Resolution Approving Plans and Specifications and Calling <br />for Bids for Lewelling Boulevard Landscape Median, Project No. 05-210-38-231, and <br />Appropriation of Measure B Bicycle and Pedestrian Funds (provides for traffic calming <br />and a pedestrian refuge by constructing landscape medians along Lewelling Boulevard <br />between Wicks Boulevard and W ashington Avenue, and appropriation of funds in the <br />amount of $55,000). Bid opening is November 14, 2005. Funding: Approved in the <br />Capital Improvement Program Fiscal Year 2002-03 budget. (2639/3073) <br /> <br />Engineering and Transportation Director Uche Udemezue gave a PowerPoint <br />presentation outlining the need for traffic calming, pedestrian improvements and <br />landscape enhancements on Lewelling Boulevard and the negotiations with the <br />Livermore Amador Valley Water Management Agency (LA VWMA) which resulted in <br />a contribution to help fund these improvements. Mr. Udemezue described the public <br />participation process, funding sources, timeline for the project and additive alternates to <br />the base bid. <br /> <br />Councilmember Starosciak expressed concern that the project is scheduled to begin <br />construction in January. Mr. Udemezue responded that only small areas where concrete <br />is to be poured would be affected by rain. Councilmember Starosciak asked if a fire <br />engine would be able to negotiate the proposed V-turn at Woodgate. Mr. Udemezue <br />indicated that the Fire Department has reviewed and approved the plans. <br />Councilmember Starosciak asked if the bike lanes would be installed, noting that a lot <br />of children ride their bikes to school. Mr. Udemezue confirmed that the bike lanes <br />would be constructed. Councilmember Starosciak expressed concern that the final <br />additive alternate could be troublesome and create traffic impacts on Lewelling. She <br />requested that prior to proceeding with the final additive alternate, she would like to <br />discuss with staffthe traffic impacts on the neighbors. <br /> <br />Mayor Young noted that former District 4 Councilmember Bob Glaze had initially <br />raised the safety issue for the children traveling to and from Chinese Christian School <br />due to the speed of traffic on Lewelling. <br /> <br />
