Discussion of Policy Regarding School Board Representation on the City's Recreation <br />and Parks Commission (reviews current nomination policy and determines desired <br />changes). <br /> <br />Mr. Jermanis gave background on the matter and a summary of the discussion by the <br />City Council Rules and Communications Committee. <br /> <br />Councilmember Santos asked for clarification that the issue was brought to the City's <br />attention by the San Lorenzo School District, which had difficulty bringing the names of <br />three nominees for Council consideration. Mayor Young noted that the City has two <br />City/School District liaison committees that meet regularly and have good working <br />relationships, and it raises the issue of whether or not the School District representatives <br />are still necessary. <br /> <br />Councilmember Grant asked if the pOSItion has been advertised. Mayor Young <br />indicated that the ordinance requires the School District to provide the names of three <br />nominees. She asked whether the Council feels it is necessary to continue to have nine <br />members on this commission. <br /> <br />Councilmember Starosciak asked about the nomination process. Mr. Jermanis clarified <br />that both the San Leandro and San Lorenzo School Districts are required to provide <br />three names of nominees from which the Council chooses its appointee. <br /> <br />Councilmember Grant expressed interest in maintaining nine members on the <br />commission, as it promotes more public involvement. She commented that alternative <br />methods can be explored for finding interested persons to serve on the commission. <br /> <br />Mayor Young noted that for the Senior Commission and Human Services Commission, <br />each Councilmember appoints one member and the Mayor appoints the three at large <br />members. She suggested the same process could be used for the Recreation and Parks <br />Commission if the Council decided to maintain nine members. <br /> <br />Vice Mayor Badger commented that if the Council wishes to keep the Recreation and <br />Parks Commission at nine members, he would be in favor of having the Mayor appoint <br />the three at large members. He expressed a preference for having seven members, as <br />have most of the other commissions. He pointed out the City does not nominate <br />members to any School District committees. <br /> <br />Councilmember Santos commented that he favors having a nine-member commission <br />with the Mayor having three appointees. <br /> <br />Councilmember Starosciak commented that she and Councilmember Nardine have <br />served on both the Recreation and Parks Commission and the San Leandro School <br />Board, and there are a number of reasons why the School District representatives to the <br />commission are important. She noted that City parks were located adjacent to schools <br />so that the facilities could be integrated and resources could be shared. She expressed <br />concern that the City and schools would incur a loss if those representative positions <br /> <br />
