<br />MINUTES Page 11 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-October 17,2005 <br /> <br />Councilmember Starosciak asked what problem is the Council attempting to solve. Mr. <br />Jermanis indicated that the Municipal Code requires the School Districts to submit the <br />names of three individuals for nomination. The School Districts have in the past been <br />inconsistent in their compliance with the requirement, and the process has been <br />problematic for them. During the Rules and Communications Committee's discussion, <br />the question arose regarding the need to continue School District representation on the <br />Commission, given the effectiveness of the City Council and School Board Liaison <br />Committees. Councilmember Starosciak asked why the Committee did not consider <br />requiring the School Districts to submit the name of just one individual. <br /> <br />Mayor Young commented that none of the major joint projects accomplished with the <br />School Districts originated from the Recreation and Parks Commission. She noted that <br />the San Leandro School Board representative does not report back to the School Board, <br />and the Board members have commented that they receive more information from the <br />Liaison Committee reports than from their representative. It was pointed out at the <br />Rules and Communications Committee meeting that there are no City representatives <br />on School Board committees. Mayor Young stated she would support keeping the <br />number of commissioners at nine, agreeing with Councilmember Grant that more <br />representation is better. <br /> <br />Councilmember Santos commented that several individuals, including School Board <br />members, have expressed interest in continued collaboration with the City. He recalled <br />that the matter did not receive School Board input. Mayor Young noted that it is a City <br />commission. Councilmember Santos stated he is reconsidering his position on this <br />matter. <br /> <br />Councilmember Nardine commented that she was a member of the San Leandro School <br />Board in 1986 when the most recent ordinance was adopted. She recalled that at the <br />time, there was a bitter battle at the School Board over an election and the subsequent <br />replacement of the School Board representative on the Recreation and Parks <br />Commission. Councilmember Nardine indicated that one of the Trustees, who did not <br />support the School Board's recommended individual to the Commission, approached <br />the Mayor about changing the process to require the submission of three names. <br />Councilmember Nardine also recalled that the San Leandro School Board believed that <br />their representative on the Recreation and Parks Commission was the best person to <br />keep the Board informed, and it was for this reason that the majority of the Board <br />Members felt there was no need to submit more than one name for consideration to the <br />City Council. Councilmember Nardine stated that she believes there are issues which <br />are discussed by the Commission that do not come before the Liaison Committees. She <br />commented that she was also involved in the creation of the Liaison Committees in the <br />1980s. Mayor Young commented that she thought the Liaison Committees were <br />created in the 1990s and asked the City Clerk to research the dates for her information. <br /> <br />Councilmember Stephens commented that he sees an evolution of the Commission, as <br />well as a strengthening of the communication between the City Council and School <br />Districts, in part due to the efforts of three of the current Councilmembers who were <br />once School Board members.
