<br />MINUTES Page 11 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 7, 2005 <br /> <br />B. Reports on City Council Committees <br /> <br />1. Business Development Committee Meeting of October 20, 2005. Accepted as <br />submitted. <br /> <br />2. Rules and Communications Committee Meeting of October 19,2005. Accepted <br />as submitted. <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. The Committee recommends that the City Council schedule the adoption of <br />recodified Titles 1-13 of the San Leandro Administrative Code. This <br />recodification involves only an update of the Administrative Code, and no <br />policy changes have been made. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />b. The Committee recommends that the City Council schedule consideration in <br />January 2006 of an Ordinance Establishing Procedures for the Conduct of <br />Runoff Elections which includes the following: <br /> <br />· Publication in the Sample Ballot of the same candidate statement used <br />in the general municipal election for those candidates involved in the <br />runoff election. <br /> <br />· The City Clerk to perform a random drawing to determine the order of <br />candidate names on the ballot. <br /> <br />· SpecifY that if a majority of votes is not received by any candidate for <br />an office in the general municipal election, only the two candidates <br />receiving the highest number of votes for that office will be involved <br />in the runoff election <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Mayor Young invited members of the audience to join the City Council for the Veterans Day <br />flag-raising on Friday, November 11 at 8:30 a.m. at City Hall. Later in the day, a program <br />will be hosted by the City of Alameda. Mayor Young noted that next year's program may be <br />hosted by the City of San Leandro. <br /> <br />Mayor Young noted that there will be no City Council Work Session on November 14. <br /> <br />Vice Mayor Badger commented on the problems of junk vehicles and vehicles loaded with <br />trash which are parked on City streets and create an eyesore.
