<br />Section 5. City Ril!hts <br /> <br />The rights of the City include, but are not limited to, the exclusive right to determine the <br />mission of its constituent departments, commissions and boards; set standards of service; <br />determine the procedures and standards of selection for employment and promotion; direct <br />its employees; take disciplinary action; relieve its employees from duty because of lack of <br />work or for other legitimate reasons; maintain the efficiency of governmental operations; <br />determine the methods, means and personnel by which government operations are to be <br />conducted; determine the content of job classifications; take all necessary actions to carry <br />out its mission in emergencies; and exercise complete control and discretion over its <br />organization and the technology of performing its work, except as modified by other <br />provisions in this Memorandum of Understanding. <br /> <br />Section 6. Pay and Classification <br /> <br />6.1 The recognized classifications and those rates of pay which are to be effective during the <br />period of this Memorandum of Understanding are enumerated in Appendix "A" which is <br />attached hereto and made a part hereof. <br /> <br />Effective January 1, 2006, salaries shall be increased by two percent (2%) for all unit <br />classifications. <br /> <br />Effective July 1, 2006, salaries shall be increased by two percent (2%) for all unit <br />classifications. <br /> <br />Effective January 1, 2007, salaries shall be increased by an amount equal to the change in <br />the San Francisco/Oakland Cost of Living Index for All Urban Consumers for the twelve <br />(12) months ending October, 2006. The minimum amount will not be less than three <br />percent (3%) and the maximum amount shall not be more than four percent (4%). <br /> <br />Effective January 1, 2008, salaries shall be increased an amount equal to the change in the <br />San Francisco/Oakland Cost of Living Index for All Urban Consumers for the twelve (12) <br />months ending October, 2007. The minimum amount will not be less than three percent <br />(3%) and the maximum amount shall not be more than four percent (4%). <br /> <br />6.2 Special Adjustments <br /> <br />The seven and one half percent (7Y2%) differential paid to the Park Maintenance Worker II <br />will cease when the incumbent leaves the position. <br /> <br />6.3 Equity Adjustments <br /> <br />Effective January 1, 2006, the following changes to the salary rates for the listed positions <br />will be effective subject to the conditions specified below: <br /> <br /> <br /> <br />Ran e <br />49 <br />67 <br />64 <br />57 <br />65 <br />71 <br />67 <br />56 <br />58 <br /> <br />6 <br /> <br />
