<br />2.1 Market Demand Analysis <br />The Team will evaluate potential market support in the study area for TOD uses, including multi- <br />family for-sale and rental residential, office, retail, as well as mixed-use developments <br />combining these uses. The analysis will include: <br /> <br />· Review of data on household and employment trends in the study area, comparing them to <br />those in the overall City of San Leandro, as well as the Bay Area; <br />· Review of data on current real estate market trends for the identified uses, including sale <br />prices and rental rates, absorption and occupancy rates, and identification of comparable <br />properties. <br />. Assessment of the relative financial feasibility of each use, based on general market <br />considerations, as well as San Leandro-specific factors such as sale prices and rental rates, <br />City policies and fees, etc. (note that detailed pro-forma analysis will be done subsequently <br />during Task 7). <br />. Evaluation of the benefits and constraints for potential opportunity sites presented by BRT, <br />Rapid Bus, and BART. <br />· Identification of the range of potential supportable new development for target uses, as well <br />as the amount that may be captured within the study area, based on ABAG forecasts for <br />population and employment growth in San Leandro. <br /> <br />2.2 CAe Meeting #3 - Review Market Demand Analysis <br />At this meeting, the BMS Team, lead by BAE, will present the findings of the Market Demand <br />Analysis for comment and feedback. This meeting will also be an opportunity to give CAC <br />members a preview of the content for Community Meeting #2. <br /> <br />2.3 CAC Meeting #4 - Field Trip <br />One field trip will be organized for City officials aIid CAC members to review successful <br />examples of TOD development. A field trip packet will be prepared which includes maps, <br />project information, and other relevant background information. Transportation will be provided <br />by City staff. BMS staff will attend the field trip. <br /> <br />2.4 Market Demand Analysis Report <br />This Report will include the findings and analysis conducted in Task 2.1. The Report will be <br />prepared as a draft for review by City staff as well as the CAe. Following the review period, a <br />final Report will be prepared. <br /> <br />2.5 Community Workshop A <br />This first community meeting will be convened to introduce the project team and provide an <br />orientation to the project. Project goals and objectives will be discussed and meeting attendees <br />will be given an opportunity to identify issues, concerns, and visions for the study area. This <br />first Community Workshop will also be an important venue for receiving feedback from the <br />general public on the existing conditions analysis as well as the market demand analysis. <br /> <br />Deliverables: Market Demand Analysis <br /> <br />Consulting Services Agreement between <br />City of San Leandro and BMS Design Group <br /> <br />Page 19 of32 <br /> <br />
