<br />Meetings: <br /> <br />CAC #3 - Review Market Demand <br />CAe #4 - Field Trip <br />Community Workshop A <br /> <br />TASK3: LAND USE ALTERNATIVES <br /> <br />Based on comments received during the CAC meetings, the community workshop, and <br />additional meetings held with City staff, as well as the findings of the two previous tasks, the <br />BMS Team will prepare at least three land use alternatives for the project area that focus on the <br />identified opportunity sites. The alternatives will be assessed for their development potential <br />including preliminary pro fonna analyses. <br /> <br />3.1 Prepare Alternative Land Use Plans <br /> <br />3.1.1 Framework Plan <br />As an initial step, the framework plan will build upon the existing framework of San Leandro - <br />the pattern of streets, transportation corridors, and major open spaces to define how future <br />development can be placed. Some variations on the framework plan may be proposed as needed. <br /> <br />3.1.2 Land Use/Development Alternatives <br />A minimum of three land use alternatives will be prepared. The land use scenarios will take into <br />account the projected market for uses, considering the size and strength of the overall market, as <br />well as the ability of new and well-designed projects located in the area and served by transit to <br />shift demand from less competitive areas. <br /> <br />3.1.3 Development Prototypes and Capacity Analysis <br />Up to three development prototypes will be illustrated to convey the intent regarding building <br />intensity and density, development pattern, setbacks, architectural and urban design character, <br />and overall image of the area from within and from outside the study area. These prototypes will <br />reflect a range of development densities and product types, including mixed-use development. <br />The prototypes will be tailored to specific opportunity sites identified in Task 1 that are <br />determined to represent the optimum combination of availability as well as potential to catalyze <br />further private development interest. <br /> <br />As an outcome of this task the team will prepare a capacity analysis of each alternative, <br />determining the potential employment, population, and land use configuration of the study area <br />at build out. <br /> <br />3.2 Preliminary Environmental Evaluation <br />Preliminary review of the traffic analysis and the alternatives will be conducted and used to <br />begin preparing for the environmental documents required in later tasks. <br /> <br />3.3 CAe Meeting 5 -Alternatives Review <br />This meeting will provide a preview of Community Workshop B including a presentation of the <br />Land Use Alternatives and Analysis. <br /> <br />Consulting Services Agreement between <br />City of San Leandro and BMS Design Group <br /> <br />Page 20 of 32 <br /> <br />
