<br />3.4 Community Workshop B <br />This meeting will be structured to provide ample opportunity for feedback on the Land Use <br />Alternatives and their accompanying analysis including their development potential. This <br />session will also include an educational presentation on transit-oriented development in general <br />including best practices and local examples. Input received at this meeting will be incorporated <br />into the development of the Preliminary Draft TOD Strategy. <br /> <br />DeJiverables: Land Use Alternatives Analysis <br /> <br />Meetings: <br /> <br />CAC #5 - Alternatives Review <br />Community Workshop B <br /> <br />TASK 4: EVALUATION OF ALTERNATIVES AND SELECTION OF PREFERRED <br />PLAN <br /> <br />4.1 Financial Feasibility Analysis <br />Financial feasibility analysis for prototypes developed under the alternatives will be conducted. <br />The financial feasibility analysis will involve preparation of project pro formas (financial <br />models) that provide detailed analysis of product types, total development costs (including City <br />impact fees and other charges), developer profit, value of completed projects, and the extent to <br />which projects are feasible, or if there are "feasibility gaps" (i.e. total development cost is greater <br />than the value of completed project). The pro formas will be based on projections for completed <br />potential projects and calculated on a "land residual" basis that determines what land values <br />prototype proj ects can support. <br /> <br />A mixed-use and transit-oriented developer panel will also be convened to discuss the <br />alternatives as well as the market, financial, policy, and other factors that affect interest in TOD <br />development in general and specifically in San Leandro. Specific recommendations to enhance <br />the viability of rOD in San Leandro will be solicited. This panel will include six to eight <br />developers, as well as key City representatives. <br /> <br />4.2 CAC Meeting 6 - Review Financial Analysis <br />This meeting of the CAC will provide an opportunity to review the financial feasibility analysis. <br /> <br />4.3 Transportation Analysis <br /> <br />4.3.1 Parking Demand Analysis <br />The parking demand analysis will result in three primary outcomes, 1) a qualitative assessment <br />of parking strategies, polices, and management techniques that could be integrated into the TOD <br />strategy, 2) a comprehensive supply and demand analysis of the land use alternatives based on a <br />"package" of potential strategies, and 3) recommendations for study area parking facilities, <br />policies, and development standards. <br /> <br />The BMS Team, with Kimley-Horn in a lead role, will develop candidate parking strategies and <br />potential policieslimplementation measures to address parking in the near-term and long-term. A <br />costlbenefit analysis will be used to rank and compare the effectiveness/desirability of candidate <br /> <br />Consulting Services Agreement between <br />City of San Leandro and BMS Design Group <br /> <br />Page 21 of32 <br /> <br />
