<br />Based on the requirements and plans of the transit agencies, the BMS Team will ensure that the <br />downtown TOD strategy's circulation plan integrates and connects BART and AC Transit's <br />proposed BRT and Rapid Transit systems with local services. This includes evaluating and <br />recommending improvements to the pedestrian and bicycle transportation systems. This task will <br />culminate into development of standards, design guidance and policies for integration into the <br />TOD strategy. <br /> <br />The design standards will include traffic engineering and safety elements of roadway designs, <br />street cross-sections, dimensions, balance between travelway and pedestrian realm elements of <br />the street, and prototypical intersection designs that accommodate traffic and transit movement <br />and improve pedestrian safety. The Strategy will also include design standards to accommodate <br />BRT and/or Rapid Bus within the downtown area. Items to be addressed include compliance <br />with the Americans with Disabilities Act (ADA), bus stops and shelters, bicycle parking, <br />informational and directional signage, lighting, security issues, and other needs identified by AC <br />Transit and BART. Additionally, design standards for downtown sidewalks, crosswalks, and <br />pedestrian and bicycle improvements will be developed to facilitate station access and non- <br />vehicular circulation within the greater downtown area. <br /> <br />4.4 CAC Meeting 7 - Transportation Analysis <br />This meeting of the CAC will provide an opportunity to review the Transportation Analysis <br />including the Parking Demand and Traffic Demand Analysis and the Station Area Access Plan. <br /> <br />4.5 Plan Adjustments <br />Following these analyses and CAC reviews, the BMS Team will adjust the land use alternatives <br />to optimize them and account for any problems identified during the analyses. <br /> <br />4.6 CAC Meeting 8 - Select Preferred Plan <br />The land use alternatives will be presented along with a summary analysis to the CAe for <br />selection of a Preferred Plan. <br /> <br />Deliverables: Financial Feasibility Analysis <br />Parking Demand Analysis <br />Traffic Demand Analysis Report and Circulation Study <br />Station Access Improvement Plan and Design Standards <br /> <br />Meetings: <br /> <br />CAC #6 - Review Financial Analysis <br />CAC #7 - Review Transportation Analysis <br />CAC #8 - Select Preferred Plan <br /> <br />TASK 5: PRELIMINARY DRAFT TOD STRATEGY <br /> <br />5.1 Develop Preliminary Draft TOD Strategy <br />Following selection of the Preferred Pl<:l11, the BMS Team will prepare a preliminary draft of the <br />TOD Strategy.
