<br />Project Goals <br />· A Preferred Land Use Plan including recommended land use descriptions and the <br />development potential of the plan. <br />· Identification of key opportunity sites based on BMS Team surveys, discussion with <br />stakeholders and city staff, and other analysis. This will include photo simulations for a <br />minimum of three key development sites. <br />· Development standards and form-based guidelines that are focused on encouraging high- <br />quality transit-oriented development. <br />· Densities, floor-area-ratios, setbacks, building height ranges, and relationships to open space. <br />· Parking standards and strategies for encouraging transit use including suggested parking <br />ratios. <br />· Station access improvements and design standards. <br />· Pedestrian and street improvements and design standards including prototype street and <br />sidewalk sections. <br />· Implementation strategies, including financing options that will attract and retain appropriate <br />development. <br />· Recommended Zoning Code amendments <br />· Recommended General Plan amendments (if required to implement the TOD Strategy) <br />· Recommended Plaza Redevelopment Project Area Plan amendments (if required to <br />implement the TOD Strategy) <br />· Strategies to attract mixed-use and TOD developers <br />· Recommended phasing of public improvements and/or support for catalyst opportunity sites. <br />· Identification of financing options for public /private development, including use of TIP <br />financing for project areas, and potential federal and state funding sources <br /> <br />5.2 CAC Meeting 9 - Review Preliminary Draft TOD Strategy <br />The BMS Team will present key elements of the Preliminary Draft TOD Strategy in a meeting <br />with the CAe. This meeting will also provide a preview of Community Workshop e. <br /> <br />5.3 Community Workshop C - Presentation of Preliminary Draft TOD Strategy <br />This meeting with the Community is envisioned to focus on the presentation of the Preliminary <br />Draft Strategy. Ample opportunity will be provided for comments and feedback. Community <br />feedback will be reviewed with City Staff to ensure that an appropriate response can be <br />developed in the subsequent Draft Strategy. <br /> <br />5.4 Staff Review of Preliminary Draft <br />The BMS Team will provide the Preliminary Draft to City staff for review. The City will provide <br />a single coordinated set of comments. A second review will be conducted, if needed. The revised <br />Preliminary Draft will be provided to the CAC for CAC Meeting #10. <br /> <br />5.5 CAe Meeting 10 - Recommendation of Preliminary Draft TOn Strategy <br />CAC Meeting 9 will follow Community Workshop C. At this meeting, the CAC will make a <br />fOTI11al recommendation on the Preliminary Draft TOD Strategy.
