Project Goals · A Preferred Land Use Plan including recommended land use descriptions and the development potential of the plan. · Identification of key opportunity sites based on BMS Team surveys, discussion with stakeholders and city staff, and other analysis. This will include photo simulations for a minimum of three key development sites. · Development standards and form-based guidelines that are focused on encouraging high- quality transit-oriented development. · Densities, floor-area-ratios, setbacks, building height ranges, and relationships to open space. · Parking standards and strategies for encouraging transit use including suggested parking ratios. · Station access improvements and design standards. · Pedestrian and street improvements and design standards including prototype street and sidewalk sections. · Implementation strategies, including financing options that will attract and retain appropriate development. · Recommended Zoning Code amendments · Recommended General Plan amendments (if required to implement the TOD Strategy) · Recommended Plaza Redevelopment Project Area Plan amendments (if required to implement the TOD Strategy) · Strategies to attract mixed-use and TOD developers · Recommended phasing of public improvements and/or support for catalyst opportunity sites. · Identification of financing options for public /private development, including use of TIP financing for project areas, and potential federal and state funding sources 5.2 CAC Meeting 9 - Review Preliminary Draft TOD Strategy The BMS Team will present key elements of the Preliminary Draft TOD Strategy in a meeting with the CAe. This meeting will also provide a preview of Community Workshop e. 5.3 Community Workshop C - Presentation of Preliminary Draft TOD Strategy This meeting with the Community is envisioned to focus on the presentation of the Preliminary Draft Strategy. Ample opportunity will be provided for comments and feedback. Community feedback will be reviewed with City Staff to ensure that an appropriate response can be developed in the subsequent Draft Strategy. 5.4 Staff Review of Preliminary Draft The BMS Team will provide the Preliminary Draft to City staff for review. The City will provide a single coordinated set of comments. A second review will be conducted, if needed. The revised Preliminary Draft will be provided to the CAC for CAC Meeting #10. 5.5 CAe Meeting 10 - Recommendation of Preliminary Draft TOn Strategy CAC Meeting 9 will follow Community Workshop C. At this meeting, the CAC will make a fOTI11al recommendation on the Preliminary Draft TOD Strategy. The BMS Team will be prepared to respond to the recommendation and incorporate comments into the subsequent Draft Strategy document.
