<br />Deliverables: Preliminary Draft TOD Strategy <br /> <br />Meetings: <br /> <br />CAC #9 - Review Preliminary Draft TOD Strategy <br />Commnnity Workshop C <br />CAC #10 - Recommend Preliminary Draft TOD Strategy <br /> <br />TASK 6: PUBLIC DRAFT TRANSIT-ORIENTED DEVELOPMENT STRATEGY AND <br />EIR <br /> <br />6.1 Prepare Public Draft TOD Strategy and Draft General Plan and Zoning Code <br />Amendments <br />Following review by the public at Community Workshop C, the CAC, and City Staff, the Public <br />Draft Strategy will be circulated for public review. The Draft Strategy will also include <br />recommended modifications to the General Plan and Zoning Code and will be prepared along <br />with the Draft Environmental Document. Following review of the draft, a final version will be <br />prepared and submitted. <br /> <br />6.2 Prepare Draft Environmental Documents <br />Concurrent with development of the TOD Strategy, the BMS Design Group team, with DC&E in <br />a lead role, will prepare the CEQA document for the TOD Strategy. This scope assumes that a <br />Program EIR will be prepared, which will allow for future projects to be tiered off ofthe EIR. <br /> <br />It is assumed that City staff will be responsible for all CEQA-required noticing and distribution; <br />including preparation and distribution of the Notice of Preparation and Notice of Availability for <br />the EIR and submission of the materials to the State Clearinghouse. The BMS Team will be <br />available to review and provide input on these documents as needed. The fee estimate assumes <br />that the City will be responsible for printing and distributing the DEIR. <br /> <br />6.2.1 Prepare Notice of Preparation and Initial Study <br />The Initial Study will be prepared, based on the City of San Leandro's checklist format, <br />identifying all areas where there is potential for significant environmental impacts. This scope <br />assumes no separate scoping meeting for the EIR. <br /> <br />6.2.2 Draft EIR Preparation <br />The TOD Strategy EIR will include the following sections: <br />· Executive Summary. A summary in a form consistent with CEQA Guidelines will be <br />included in the ErR. This summary will facilitate a quick understanding of environmental <br />issues, the magnitude of overall impacts and any actions required to mitigate potential <br />impacts. <br />· Project Description. Describing all components of the TOD Strategy, including land use, <br />design components, build-out projections, proposed General Plan and Zoning Code <br />Ainendments <br />· Setting, Impacts. and Mitigation Measures. Information on the existing environmental <br />setting will be combined with the TOD Strategy's policy direction to determine impacts of <br />Plan implementation, and measures to mitigate those impacts.
